Serves as a Business Operations Analyst for the Office of Airports (ARP), Office of Airports Planning and Programming (APP), managing contract resources, overseeing system security operations, developing business analytics and performing metrics for mission support systems, and coordinating with ARP and FAA Information Technology (AIT) points of contact on system and security related topics.

Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.

Serves as a Contracting Officer's Representative (COR) and supports procurement processes. Provides advice and assistance to managers within the Office of Airports Planning and Programming on technology and procurement issues and alternatives; serves as the key interface for contractor performance and delivery. Develops or reviews schedules, cost estimates, and budget control for professional and technical service contracts. Manages contracts and task- orders, develops or evaluates organizational and contract performance metrics. Leads security and technology work efforts for Office of Airports Planning and Programming mission support system(s) and works with the business lead and stakeholder liaison to ensure applications continue to meet business priorities and user needs.

Identifies opportunities to optimize data-sharing and analytical processes among and between major program areas (planning, environmental, and financial) as well as with external data sources.

Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

Conducts, collects, and applies market-based research to assess the marketplace and obtain requirements to identify the sources for a supply or service, the terms and conditions under which those goods/services are available, and to assist Contracting Officers on the best way to meet the need. Provides market research information, data, analysis, and recommendations to Contracting Officers. Advises management on acquisition strategies to ensure that supplies and services are available to meet mission requirements.

Serves as a COR on multiple contracts including a broad range of consulting and other large-scale contracts. Coordinates with designated representatives and offices on data management issues. Supports all phases of procurement from initial requirements through procurement, contract administration, and closeout.

As a COR, assists with interpretation of technical requirements, acquisition strategy, development of statements of work and government cost estimates, and negotiation of costs of technical requirements. Monitors contractor performance; reviews and accepts services; supplies, and equipment; reviews and reconciles invoices; and provides recommendations for payments.

Coordinates the development, refinement, and validation of business and process-flow requirements supporting the Office of Airports Planning and Programming, including but not limited to data management systems.

Provides input on response to various data-calls in connection with performance metrics, information management systems, and related subjects.

Plans and implements procurement processes for the Office of Airports Planning and Programming in coordination with the Office of Business and Acquisition.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

Experience administering federal financial assistance programs for transportation infrastructure projects.

Experience serving as a Contracting Officer or Contracting Officer's Representative to provide support and assistance with procurement processes.

Experience performing technology evaluations and security risk assessments; reviewing application and system architecture; developing methodologies; implementing system performance metrics, and/or other components of IT delivery.

Experience gathering, compiling, and analyzing data to provide recommendations to management and other airports stakeholders.
