The position is located in the Office of Airports, Airports Financial Policy and Programs Branch, APP-510 and as a Management and Program Analyst, provides interpretation and direction for the implementation of Airport Grants-in-Aid Programs.

Serves as a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Provides interpretation and direction to both management and field personnel for the implementation of Airport Grants-in-Aid Programs, responds to inquiries from external and internal stakeholders related to eligibility, limitations, scope, purpose, and intent of specific programs or program revisions. Supports the development of guidance and standard operating procedures for AIP grant administration.

Analyzes and monitors airport sponsor management of airport tenant businesses to determine consistency with federal law and possible sufficiency of associated claims for airport sponsor grant reimbursement under airport concessions relief programs. Provides specialized consultation on and/or reviews claims for grant reimbursement for consistency with authorizing Federal law, appropriate use of Federal funds and related FAA policies. Evaluates impacts of various policy and financial scenarios from related programs, e.g., AIP, National Plan of Integrated Airport Systems, Facilities & Equipment, Title VI etc. on the FAA's ability to fulfill the intent of Federal law.

Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/ programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Analyzes and monitors the implementation of grant programs to determine if program administration is adequate and funds are managed properly. Regularly performs complex analysis and evaluation of financial programs, resulting in development of information which can be utilized by management to improve financial effectiveness and efficiency. Supports audit requests, as needed.

Collaborates with management in the preparation of reports and briefing materials for senior-level meetings with elected and appointed officials on controversial matters. Utilizes financial management data systems to supply statistical analyses, background data, and programming criteria. Provides analysis and direction of the implementation of airport grants-in-aid programs to include responding to procurement issues and providing both internal and external guidance on handling protests and evaluating new, or novel structures or mechanisms in the airport concessions’ industry. Prepares and coordinates written responses to all stakeholders on the implementation of Airport Grants-in-Aid Programs.

Formulates and recommends positions on major projects/policies and issues to senior-level management financial matters. Represents Airports as a principal point of contact to provide advice and on the programs and policies they are responsible for. Develops reports and briefings to convey strategic vision and/or organizational policies to internal and external audiences.

Provides guidance and information to other Branch personnel, ARP employees, other FAA lines of business, and external entities regarding Branch operations, policy interpretation, and response to general inquiries.

Participates in the periodic Recurrent Financial Training and other training sessions by preparing materials and delivering presentations by various means.

Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. May create new solutions and policy interpretations as situations require.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:

Experience in preparing reports, briefings or detailed documents for presentation to high level government or management officials, external entities, congressional staff, or other similar high-level officials.

Experience serving as a subject matter expert for airport concessions and civil rights program initiatives.

Experience performing complex analysis and evaluation of airport concessions and civil rights programs, resulting in data which can be utilized by management to improve effectiveness and efficiency.
