Summary

This position is located in the Office of the Chief Financial Officer, Office of Public Buildings Service (PBS) Financial Services (BR). As a Budget Analyst, you will be responsible for the full range of review and analysis functions in the formulation, presentation, and execution of assigned budgetary appropriations.

This is NOT a virtual position.  Location is Negotiable After Selection.

Duties

  • Reviews budget requests to assure their consistency, accuracy, and adherence to instructions. Negotiates desired changes with program managers and budget and administrative staff; Prepares documents needed to process budget estimates, requests for supplemental appropriations, requests for deficiency apportionments, and allotments needed to finance new programs or program changes; Develops and coordinates budgetary actions in the phases of budget formulation and execution for assigned area of responsibility; Negotiates with program managers and budget and administrative staff to determine the amount and timing of funding and staffing allowances and recommends approval or disapproval of requests for funds; Monitors the execution of a budget with many different sources and types of funding; Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to assure that objectives of the annual financial plan are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives; Develops recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding. Prepares and documents requests for increases or decreases in funds; Reviews and approves, disapproves, or modifies requests for allotments of funds submitted by lower echelons; Provides advice on all aspects of the interpretation and application of agency guidelines for the budget execution process to program and budget officials of subordinate components within the organization.

  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 1 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-12 salary range starts at $80,367.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. Locality pay is dependent upon geographical location and will be determined after selection.

To qualify for the GS-12 grade level, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience performing a wide range of budgetary duties which included responsibility for the formulation, presentation, and execution of an organization’s annual operating budget. Such experience must include the following:

  • Applying budgeting and financial management processes, policies, procedures, and regulations to formulate, justify, and monitor budget activities
  • Analyzing and evaluating financial and budgetary relationships to develop recommendations for budgetary actions
  • Conducting financial analysis of accounting treatments; and
  • Applying analytical and evaluative methods in order to assess the effectiveness and efficiency of program operations or functions.
  • Certifying the availability of funds, and ensuring proper financial controls are in place.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of budget processes, policies, procedures, and regulations to assure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives.
  • Knowledge of the organizational budget process to prepare narrative estimates and appropriations requests in accepted style and format.
  • Knowledge of the organization's plans, programs, organizational structure, and operations in order to relate program commitments, work processes, and accomplishments to budgetary obligations and expenditures, reprogramming actions, and adjustments in budget plans.
  • Skill in identifying quantitative budgetary and financial relationships between the agency's overall mission, the mission of specific programs, and the budget in order to apply analytical methods such as cost-benefit analysis, decision theory, planning-programming-budgeting and other quantitative techniques to the analysis of budgetary situations and problems.
  • Communicating budgetary information (written and oral).
  • Knowledge of financial systems.
