Duties

Help

As a General Attorney (Labor) (Special Counsel or Labor Relations Counsel) GS-0905-15, your typical work assignments may include:

  • Appearing on behalf of Agency management in settlement negotiations and in grievance arbitration hearings and Merit Systems Protection Board proceedings;
  • Serving as an expert on interpretation and application of case law, rules, and regulations of the Federal Labor Relations Authority (FLRA), the Merit Systems Protection Board (MSPB), and the Equal Employment Opportunity Commission (EEOC);
  • Providing day-to-day advice to management regarding labor and employee relations issues; and
  • Other duties as assigned.

IDEAL CANDIDATE STATEMENT
The Ideal Candidate demonstrates knowledge of the National Labor Relations Act (NLRA), as well as how the Agency investigates and ascertains merit in unfair labor practice (ULP) charges, representing the Agency in unfair labor practice hearings and in federal court, and the handling of representation cases. The candidate also demonstrates competence in managing projects and cases, as well as providing input on personnel matters and discussions. The Ideal Candidate is detailed, and task orientated and a problem-solver who takes pride in personal performance while delivering results along the way and inspiring staff to do the same.

MINIMUM QUALIFICATIONS
Applicant must have one year of specialized experience equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a General Attorney (Labor) (Special Counsel/Labor Relations Counsel) at the GS-15 level.

Specialized experience includes:

  • Experience litigating Federal sector labor and employment including participation in EEOC, MSPB, and FLRA proceedings and
    experience handling discovery associated with these administrative proceedings;
  • Experience negotiating Federal-sector collective bargaining experience including term and mid-term negotiations with federal agency unions;
  • Providing authoritative guidance, interpretation and recommendations based on federal labor and employment statutes,
    rules, and regulations including Title V and OPM regulations; and
  • Providing federal employment law advice and training in areas of employee performance and conduct.
This experience must be fully supported and articulated in your resume to receive consideration.

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

(NOTE: All current or former Federal employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Excepted).

BAR MEMBERSHIP AND CERTIFICATION
Applicants must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial court under the US constitution.

Your active BAR license must reference BAR number and indicate the status of good standing. An Agency's Self-Certification Form is not acceptable for verification.

Education

An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (JD or LLB).

(NOTE: Current NLRB Attorneys may not be required to submit a copy of their transcripts. However, NLRB employees within 3 years from receiving their juris doctorate degree, must provide a transcript with their application package.)

Education must be accredited by an accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
