Duties include, but are not limited to:

Coordinates the creation and implementation of monitoring and evaluation systems for international technical assistance projects, including theories of change or logic models, output and outcome indicators, Performance Monitoring Plans, sustainability plans, risk assessments, data collection tools and reporting forms.

Supports international technical assistance projects by strategizing, developing, reviewing, and implementing monitoring and evaluation plans;

Develops, revises, and updates policy and procedural documents in the areas of monitoring and evaluation to align with the most current bureau and federal requirements;

Provides guidance, training and technical support to internal, external, and international stakeholders on issues related to monitoring and evaluation of international technical assistance projects.

Provides technical guidance and oversight for evidence-building activities (e.g., audits, evaluations, research, analysis, assessments and special studies) on identifying the design and methods, indicators to be measured, and potential data sources that are appropriate to address the intended evaluative question(s) relevant to international trade and labor affairs;

Develops, revises, and updates policy and procedural documents in the areas of audits, evaluations, analysis, research, and assessments to align with the most current office, federal, and internationally recognized requirements;

Provides training and technical guidance on methods, concepts, tools, and usage to internal, external, and international audiences on evidence-building activities (e.g., audits, evaluations, research, analysis, assessments and special studies).

Provides high-level technical, analytical, and/or managerial support and oversight for all stages of design, implementation and close out for evidence-building activities relevant to international trade and labor affairs;

Manages contracts, cooperative agreements and/or grants that audit, evaluate, research, analyze or collect monitoring data on OTLA programs, policies and projects;

Analyzes and synthesizes information and trends from evidence-building activities and international technical assistance projects project into written documents and/or oral presentation for dissemination to internal, external and international audiences;

Applies a wide range of qualitative and/or quantitative methods to assess and improve effectiveness and learning across office programs, policies and projects;

Ensures that key evaluation and audit findings, results of office and project performance monitoring data analysis, and other sources of lessons learned, good practices, and outcomes are shared with relevant stakeholders and are applied to ILAB’s and OTLA' s work, as applicable;

Assists office in disseminating and using information from audits, evaluations, special studies and assessments for decision-making, learning, improving program and policy effectiveness, and resource allocation through leading discussions, presentations, preparing analysis or other means of dissemination.

Coordinates work products within OTLA and across ILAB offices, other DOL agencies, and outside stakeholders with the aim of advancing OTLA and ILAB missions regarding research, technical assistance and policy engagement.

Advises and assists the office in creating, monitoring, assessing, implementing and revising strategic plans, initiatives, learning agendas and other performance management plans that focus on achieving results, forecasting trends and/or improving controls.

Identifies ways to strategically integrate the work of the office across divisions to ensure outcomes are met, systematic learning is used, efficiency of work, and implementation of strategic plans.

Establishes, collects, analyzes and reports on performance measures and indicators for strategic plans, initiatives, and other performance plans for office, bureau, department, and interagency reporting.

Ensures data quality and accuracy throughout the data management process from design through collection and reporting on performance measures and indicators.

Represents ILAB in international, interagency, and intra-agency working groups, committees, international meetings and conferences in the capacity of DOL or ILAB or OTLA spokesperson to present and clarify DOL/U.S. policy related to the office.

Serves as a liaison for the agency while coordinating with other U. S. Federal and State government officials and with representatives of international agencies to develop strategies and work plans to implement and affect delivery of the technical assistance cooperation program, and negotiates with key stakeholders to arrive at agreements that meet Office mission goals

The duties performed at the GS-12 are essentially the same as the GS-13, however, they are performed under closer supervision and with more extensive review than at the full performance level.

Qualifications

THIS POSITION HAS A BASIC REQUIREMENT. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED.

Basic Requirements:

  1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

    OR

  2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

    OR

  3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

In addition to the meeting the basic requirements of this position, applicants must also possess 52 weeks of specialized experience equivalent to at least the next lower grade level, in the Federal Service.
