Duties

Help

As a Supervisory Training Specialist your duties will include, but are not limited to, the following:

  • Defines and develops strategies and processes for organizational learning and development in support of the FWS's mission and goals. Administers the assessment, development, implementation, and evaluation of training and other performance improvement interventions to meet Service needs and is responsible for the development of a large cadre of trainers from within the Service. Ensures all training programs are based on reliable and valid needs assessments and are evaluated to determine performance gaps and workforce planning objectives are met and aligned with core competencies. Knowledgeable about OPM competencies and proficiencies and how they relate to training and education.
  • Serves as a professional advisor to the Division on matters relating to training curriculum design and development, training policy, and performance improvement interventions related to the topical areas covered by the Branch, including leadership and advanced leadership development programs, employee development training, and supervision and managerial training.
  • Develops long- and short-range plans, sets priorities, assigns work, develops and tracks budgets, and is responsible for the quantity and quality of products and services produced and delivered by the Branch. Monitors progress, evaluates results, and recommends training program changes and modifications of specific goals and objectives to keep programs in alignment with the Service's strategic plan.
  • Estimates budgetary needs of the Branch, and justifies resources such as funding, space, supplies, equipment, and personnel needs. Determines needs for special projects and studies to be carried out by subordinates, subject matter experts, contractors, consultants, or academicians. Develops annual work plans and budgets and monitors expenditures and progress in work plan implementation.
  • Coordinates the work of employees, contractors, and consultants in planning and conducting projects related to assigned programs. Reviews and provides feedback and direction on work products prepared by project teams or individuals.
  • Performs the full range of supervisory/managerial duties and responsibilities over the assigned staff and organizational elements, including curriculum managers, course leaders, and other staff. Promotes and demonstrates a strong commitment to workforce diversity. Identifies competencies that support program implementation and provides appropriate coaching and development for staff members.

In order to qualify for this position you must possess the Minimum Qualification.

Minimum Qualification [GS-14]

  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 in the Federal service. Experience includes supervising staff at the curriculum or organizational level; budget planning, execution and tracking; developing short- and long-range approaches and plans for program development; and advising management on controversial and complex issues about training and professional development including topics and delivery platforms related to leadership and advanced leadership development programs, employee development training, and supervision and managerial training.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Knowledge of budget formulation, execution, and measurement process including performance-based budgeting, and prioritization and assessment methodologies in order to develop and execute a business plan and budget for the Branch.

Knowledge of current adult learning theory and instructional methods and skills and ability to apply these methods and techniques throughout the training development process to ensure that programs developed are effective, practical, current, and cost effective.

Knowledge of leadership, supervisory and management related policy training, and training support, in order to serve as a subject matter expert and oversee policy development, training, and training support of the Branch.
