Duties

Help

As Senior Policy Advisor, you will advance the Department of Policy and Evaluation goals by:

  • Assisting the DPE Vice President (VP) and other officials in developing and overseeing strategies for MCC engagement in a variety of development policy initiatives within the U.S. Government and the development community.
  • Capturing and analyzing MCC lessons learned and best practices in implementation of its model in the context of furthering global aid effectiveness practices.
  • Communicating with internal and external audiences, both technical and non-technical, using a variety of methods.
  • Supporting the VP, DPE to establish short- and long-range goals and priorities for the Department and match them to corporate priorities. Assisting in all areas of strategic planning - prioritizing work plans; strategic staffing and training; organizational health; budget setting/management
  • Represents MCC and contributes to US Government efforts related to US global development policy and the US reform agenda and helps to operationalize initiatives within an MCC context.
  • Monitoring developments in the global aid effectiveness agenda and Sustainable Development Goal implementation; informing MCC staff of relevant developments, and contribute to MCC positions and approaches regarding US development policy.
  • Serving as DPE policy point of contact. Organizing DPE review and analysis of MCC proposed policies, guidance, approaches, and investments.
  • Conducting or supporting research and analysis, and framing issues for discussion and decision within DPE and among senior staff, coordinating and working across divisions and departments and leading or participating in working groups.
  • Supporting DPE and broader agency knowledge management initiatives by identifying practices and/or policies that should be changed to drive innovation, enhance results, reduce conflict, or promote best practice.
  • Performing other related duties as assigned.

Qualifications

To qualify for Pay Band 3b:

Applicant must have one year of specialized experience equivalent to the MCC Pay Band 34b or GS-13 (or equivalent non-federal work experience). For this position, examples of specialized experience include: experience leading or coordinating development policy reform initiatives and analysis of program operations; experience monitoring policy, institutional and legal reform issues and governance trends in countries; experience representing an organization to U.S. Government agencies, multi-lateral development institutions, and non-governmental organizations; and, experience preparing briefing papers, policy papers, background information and performance metrics on program objectives. (NOTE: This experience MUST be well documented on your resume or application and support your response).

Highly Desirable: Knowledge of or experience in digital economy, climate, or inclusion. (If you have knowledge/experience, please include in your application).

  • Due to COVID-19, the agency is operating in a state of maximum telework and most employees are teleworking full-time. Consequently, you will start your work in a temporary telework status and in a virtual environment. Your temporary telework arrangement will remain in effect until the agency informs you that MCC is open and operational for all staff. MCC will provide as much advance notice as possible before you may be required to report to MCC's office space. MCC has and will continue to offer flexible work arrangements.
  • RECRUITMENT/RELOCATION BONUS may be authorized for this position. If you are not a current federal employee this position may authorize a one time Recruitment bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments.
  • If you are a current federal employee this position may authorize a one time Relocation bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments.
  • Selectee may qualify for credit toward annual leave accrual, based on prior work experience.
