Summary

The incumbent of this position is responsible for the overall web governance for USPTO. Web governance is concerned with the structure of people, policies, and processes that manage an organization's websites. As Editor-in-Chief, the incumbent oversees the content published on the website, a key role in defining and enforcing website policies, guidelines, and standards, and in recommending changes to governance processes.

Duties

Help

The physical worksite for this position is located in Alexandria,Virginia. However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when USPTO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency, if after November 22. This position is located in the Office of the Chief Communications Officer.

The individual selected for this position?

  • Manages web content lifecycle of information published on USPTO's primary website. Serves as USPTO web editor and quality-control gatekeeper for release of written, visual, and multimedia information to the public via the World Wide Web.
  • Reviews updated pages for publication, as needed. Updates to existing pages are published by content authors within each business unit, per delegated business unit approval.
  • Serves as lead contact to all business units to coordinate requests to update, add to, or modify website standards. Serves as liaison between content owners and other groups to ensure adherence to usability standards, accessibility, technical standards, and Plain Language guidelines.
  • Develops methods, disseminates information, and advises senior management and staff on web centric issues as they relate to web-related affairs and activities. Oversees, plans, designs, and executes web content policies and procedures for USPTO.
  • Analyzes best practices of other agencies and the private sector to determine what may be a good fit for USPTO in meeting its goals and objectives regarding its website.
  • Reviews customer satisfaction reports, feedback, and webmaster e-mail summaries. Analyzes the data to determine how guidelines, policies, and/or standards could be modified to improve customer satisfaction.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-12.

Specialized experience for this position includes:

  • Experience maintaining content on a public-facing website for an organization.
  • Experience serving as a team lead for a publication project.
  • Experience developing and maintaining policies, procedures, and standards related to content publishing.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education cannot be substituted for experience for this position.

This is a Non Bargaining Unit position.

This is a Public Trust position and has a risk level designation of "moderate".

Probationary Period- If selected, you may be required to complete an initial one-year probationary period.
