Duties

Help
  • Advisor to leadership, leading and coordinating the efforts of professionals and contractors in solving complex and far-reaching data management issues and problems for a wide range of systems, applications and customers.
  • Research and design presentations and interpretations of analytical outputs tailored to specific audiences including the use of interactivity and narrative storytelling where appropriate.
  • Research and design presentations and interpretations of analytical outputs tailored to specific audiences.
  • Consult with stakeholders and customers to identify the appropriate data, methodological approach, and design.
  • Provide technical advice in the development and analysis of pilot initiatives and applications and makes recommendations to management.
  • Serve as a technical expert in the area of IT data analytics for Agency data systems and projects on matters related to new IT/data concepts and other plans of significant impact and importance.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Time-in-grade restrictions apply for all candidates considered under merit promotion procedures and must be met by 11:59 pm Eastern Time on the closing date of this vacancy announcement.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience conducting the development, implementation, and administration of an organization's IT data systems for the management of data; conducting observational analyses using software and/or programming languages such as R, Python, or SAS to solve data management issues and derive meaning from large datasets to inform decisions; and implementing, tracking and evaluating large scale and extremely complex data analysis projects and associate requirements and risks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
