The incumbent performs multiple, varying, and complex assignments under the limited direction of the manager. Applies experience and advanced knowledge of the Law Enforcement Assistance Program (LEAP) to accomplish assignments.

Conducts investigations as part of the Law Enforcement Assistance Program (LEAP), consisting of investigating airmen who have been convicted of or alleged to have been involved in criminal activity involving the use of their certificates or aircraft within the jurisdiction of the United States. Performs ramp inspections/document checks to identify violations of the Federal Aviation Regulations. Provides surveillance, air traffic and aircraft lookout assistance though the Air Marine Operations Center, the El Paso Intelligence Center and the Airspace Awareness and Detection System. Also acts as a liaison between the FAA and federal, state, local, and tribal law enforcement agencies and de-conflicts aviation investigations by other law enforcement agencies. Establishes and maintains effective liaison and working relationships with law enforcement, intelligence agencies and organizations within their assigned geographic area of responsibility. Conducts independent public speaking outreach activities with federal, state, local and tribal law enforcement agencies related to the roles, mission and abilities of the LEA Program to support criminal activities associated with the National Air Space. Provides training to federal, state, local and tribal law enforcement agencies specific to safety and security to the National Air Space, which may include aircraft drug smuggling, laser activities, small unmanned aircraft systems and other illicit activity. Coordinates FAA assistance for Special Event Assessment Rating-1 and National Special Security Events providing support and guidance to law enforcement on safety and security of the National Air Space specific to Temporary Flight Restrictions and small-Unmanned Aircraft Systems.

Coordinates investigative and program resources to ensure information from internal/external agencies flows to and from appropriate FAA Lines of Business as required. Conducts regulatory investigations and completes Enforcement Investigative Reports (EIR). Completes criminal referrals to appropriate law enforcement agencies of all identified criminal violations known to the FAA. Prepares an evaluation of the facts, circumstances, and background information including a concise analysis and summary of facts for any federal statute or regulations violated. Implements vetting operations associated with the FAA's Airman Certification Program.

Provides technical guidance and assistance to law enforcement agencies seeking criminal prosecution or conducting airborne drug interdiction. Provides technical expertise interpreting airman and airman medical records, aircraft records, aircraft operational records, laser activities, and small Unmanned Aircraft Systems supporting law enforcement criminal investigations and FAA regulatory investigations. As part of the LEAP investigative process, is responsible for ensuring the identification and collection of physical evidence that relates to the activities alleged to have taken place. Maintains proper custody of physical evidence. The investigative process requires extensive casework involving the identification and interviewing of individuals involved in alleged activities and of witnesses, and obtaining sworn statements and developing investigative leads.

Performs tasks and assignments, and identifies and informs management of problems or issues that require their attention and may rise to the national level. Develops and recommends techniques to address problem situations. Work is reviewed periodically, typically to ensure appropriate factors have been considered, sufficient information or evidence has been gathered to support conclusions, and pertinent regulations and precedents have been applied.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-10/12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized Experience is defined as:

  • Experience conducting and reviewing regulatory investigations by interpreting and identifying regulatory violations, analyzing pertinent data, and ensuring sound recommendations for enforcement action;
  • Experience developing contacts, building relationships, providing outreach and assistance in a regulatory environment, including participation in task forces or working groups with multiple law enforcement agencies.
