Summary

Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

Help

As a Psychologist, he/she applies expert professional knowledge of industrial and organizational
(I-O) psychological principles, theories, methods to solve problems in the workplace and improve the
organization. As an I-O psychologist, he/she identifies job requirements and assesses staff for
their ability to meet those requirements. Examines the relationships among employees and how it
affect the employees and the performance of a business. Works with clients to guide them in
understanding and diagnosing complex, interrelated organizational and business challenges/needs and
the root causes. Provides leadership for highly complex and challenging activities under the
minimal direction of the team manager or executive. This work affects the overall organizational
health, efficiency, and effectiveness of the ATO and the safety of the National Airspace System (NAS).

Provides consultation on Organizational Development (OD) processes to multi-disciplinary project teams that involved project management, client relationship- building and team start-up. The OD serves as a consultant to
establish positive relationships within the organization, with and between individuals and groups, to achieve that organization's objectives. As the senior OD practitioner, he/she is responsible for the development and creation of organizational wide effectiveness through challenging and changing of current practices. Performs critical tasks requiring the development of new concepts, systems, or innovative approaches to help improve organizational performance and to reinforce the strategies, structures and processes that lead to organizational effectiveness. He/she identifies and resolves highly complex problems or issues, which often cross-organizational boundaries and impact on the accomplishment of FAA's strategic objectives or often leads or facilitates multi-disciplinary project teams.

Applies diagnostic organization developments techniques, such balanced scorecard, benchmarking and
business process re-engineering to determine the current level of operation within ATO facilities
and organization. He/she applies experience administering diagnostic tests such as the Myers-Briggs
Type Indicator, Arbinger Developing and Implementing an Outward Mindset, CoreClarity, and/or
Emotional Intelligence (EQ-i) to evaluate personality types within an organization to understand
workplace challenges; and uses these assessments in predicting potential issues and proposes
recommendations for preventive action.

Designs and integrates collaborative OD processes that increase engagement, address real-time
challenges, and improve the way business is done. Conducts research studies of physical work
environments, organizational structures, communication systems, group interactions, morale, or
motivation to assess organizational functioning. Uses the OD action research model to understand
known problems, set measurable goals, implement changes, and analyze results, which may result in
the redesigning of organizational structures to increase both productivity and accountability.

Has knowledge of project management to manage large, complex projects and to lead or facilitates
multi-disciplinary project teams. He/ she conducts extensive research and analysis using experience
in socio-technical organization development. He/she recommends strategies for setting objectives,
envisioning and/or designing the future state of the organization and to plan and accomplish needed
changes.

Contacts are internal and external. He/she often represents FAA as the primary technical authority
for major organizational development projects and programs. Advises executives and managers on
processes and best practices to design organizational interventions. He/she formulates and
recommends approaches to making needed changes to help ensure that organizations are aligned with
ATO vision, mission and goals.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE:

Experience administering diagnostic tests such as the Myers-Briggs Type Indicator, Arbinger
Developing and Implementing an Outward Mindset, CoreClarity, and/or Emotional Intelligence (EQ-i)
to evaluate personality types within an organization to understand workplace challenges.

Experience designing and integrating organization development (OD) processes for increasing
engagement, addressing real-time challenges, and improving the way business is done.

Education

Applicants must meet the qualification requirements for PSYCHOLOGIST: applicant must have successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's degree or higher that included a major in Psychology or equivalent for all specializations except Clinical Psychology and Counseling Psychology.

Specialized Experience:(Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.) in addition to the above requirements, MUST possess at least one year of specialized experience equivalent to FV-J, FG/GS-14 in the Federal Service.
