NOTE: This is a TERM appointment (not-to-exceed 4 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4-year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

The Infectious Disease Research Nurse is part of a team responsible for the performance of site research as well as management, oversight, performance evaluation, training and monitoring of domestic and international clinical research sites that are part of selected networks that participate in NIH-funded clinical trials in HIV and COVID-19 as well as other infectious diseases research. Incumbent is directly responsible to the Chief of Infectious Diseases Section.

The Research Site Nurse:

  1. Screens patients for eligibility to participate in on-site infectious diseases research studies and provides study information and education to patients
  2. Manages informed consent process and obtains research participant informed consent for infectious diseases research studies on site for enrollment;
  3. Obtains study specimen samples and processes them for storage;
  4. Performs study procedures including intravenous catheter insertion for study medication infusion according to protocol;
  5. Monitors study participants through the follow-up period with accurate documentation on case report forms and electronic medical record as required;
  6. Conducts quality reviews of clinical research site performance;
  7. Provides training, technical assistance, and advice to site coordinators concerning protocol implementation, regulatory issues, ethical issues, data management, and quality management as needed;
  8. Interacts with the research network statistical and data management centers and operations centers as needed;
  9. Serves on network committees, working groups and protocol teams as assigned.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
Experience in the care of persons with COVID, HIV, and other infections
Bachelors or graduate degree in nursing preferred
Certification in clinical research (CCRC) preferred
Research nursing experience for 2 or more years
Ability to interact with research staff and physicians at various experience levels

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience.

Physical Requirements: Moderate lifting (15-44 pounds); light lifting (under 15 pounds); moderate carrying (15 to 44 pounds); light carrying (under 15 pounds); straight pulling up to 4 hours; pulling hand over hand up to 2 hours; pushing up to 2 hours; reaching above shoulders; use of fingers; using both hands required. Walking and standing up to 8 hours. Kneeling up to 2 hours; use of both legs; rapid mental and muscular coordination simultaneously.

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
