Help

The incumbent serves as the Management and Program Analyst and financial focal point for designated AJW-2 Program Office(s). He/she will be responsible for interacting and collaborating with nationwide staff as part of a multi-functional virtual organization. He/she is a recognized subject matter expert (SME) for providing analytical and evaluative methods and techniques in managing the financial aspects for all budget appropriations, authorizations, obligations, and expenditures from all funding sources including Facilities and Equipment (F&E) and Operations. He/she provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive.

Applies experience and expert knowledge qualitative and quantitative methods, techniques and concepts to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Analyzes trends and developments in planning, programming, and budget execution in order to develop recommendations concerning the execution of a number of separate and substantive program accounts. Conducts comparative financial analyses, financial modeling and forecasting, and other statistical qualitative studies to provide trends, projections, and recommendations. Identifies, analyzes and evaluates the financial impacts of various projects, programs, and plans; projects consolidated short and long-term needs.

He/she makes recommendations to accurately allocate and re-allocate staffing and budget resources accordingly in order to maintain effective organizational performance and avoid anti-deficiency status. Prepares budget justifications and financial plans; justifies resource requirements in order to meet cost performance goals.

Provides expert guidance, instruction, and recommendations to address diverse, complex issues that often cross organizational boundaries. Identifies and resolves challenging problems or issues that may span multiple projects or programs and may involve or affect more than one Directorate, Line of Business, or Service Unit.

He/she maintains control and oversight of the formulation and execution activities; to include requirements gathering, analysis, classification, prioritization, distribution, funds certification, financial tracking, and reporting. Establishes financial goals, timetables, milestones, and other criteria to measure program achievement. Performs budget and planning integration in support of efficient management and fiscally responsible business operations.


Develops various correspondence and presentation packages and presents findings and recommendations relevant to program activities. Prepares documentation, reports and briefings to include analysis of findings and provides recommendations to management regarding utilization of resources for cost savings and more effective mission accomplishment. Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures.

May serve as Contracting Officers Representative (COR) for contracts and interagency agreements; including formulation and review of task orders and invoice review.

Qualifications

All applicants must demonstrate one year (52 weeks) of professional specialized experience equivalent to the next lower grade level (GS/FG-13 or FV-I to qualify for the FV-J pay band) in the Federal government.

One year of specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or directly related to the work of the position to be filled. To be creditable, Specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization.

SPECIALIZED experience for this position includes but is not limited to:

Experience preparing and coordinating budget information for internal management review and decision-making.

Experience documenting allocations, monitoring and tracking commitments, obligations and expenditures.

Experience performing requirements gathering for budget formulation activities and prioritization planning.
