Summary

This position is located in the U.S. Department of Labor, Office of Inspector General, Office of Management and Policy (OMAP). OMAP is responsible for managing and directing a program which provides human resource services, budget formulation and execution, information technology, administrative services, and procurement.  The incumbent of this position functions as a Executive Assistant and as such, conducts critical analyses for the AIG and Deputy AIG (DAIG) of OMAP.

Duties

Help

  • Develops significant organizational policies, procedures, and directives in a wide variety of areas pertaining to the efficiency and effectiveness of management, operations, and functions of the Office of Inspector General (OIG).
  • Develops, monitors, and reports on organizational performance targets and goals. Ensures that the priorities, commitments, and deadlines of the Assistant Inspector General (AIG) and Deputy Assistant Inspector General (DAIG) are fully met by anticipating, tracking, and coordinating activities and deliverables with the designated OIG staff.
  • Conducts analyses, analyzes and drafts management information suitable for dissemination to internal and external stakeholders. Reviews correspondence, periodic and special reports and other materials directed to the Office of Management and Policy. Prepares correspondence, briefing materials and reports of a technical nature, as necessary. Reviews material to be signed by the AIG/DIG and recommend changes to the originating office, as necessary.
  • Initiates and maintains close liaison and working relationships with other OIG offices to provide and seek advice and information and communicate concerns on unique administrative and management matters, especially on high-level or sensitive issues.
  • Manages special projects as directed by the AIG and DAIG that may be administrative or operational in nature. Many of these projects may involve sensitive matters and require discretion and confidentiality.
  • Monitors the day-to-day administration of the contract. Documents all actions taken and decisions made as COR.  Maintains a complete file for each contract (e.g., reports, approvals, certifications, telephone/email records, memorandums of record, and/or correspondence) that can be audited or accessed as necessary in order to facilitate contract review, evaluation, and closeout.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the agency (if later than November 22, 2021).  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report, within 30 days, to the duty station offered to you in your offer letter. At that time, you may be eligible to request to continue to telework under the terms of the Agency’s telework policy.

Qualifications

At the GS-13 Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12, in the Federal Service.

Examples of specialized experience includes, but is not limited to directly providing administrative support to senior executive official(s);experience supporting the administrative, legal or program functions of a Federal government law enforcement agency preparing correspondence or reports that are sensitive in nature including Congressional responses; preparing travel requests and vouchers; purchasing office supplies and equipment and serving as a certified Contracting Officer Representative on office service contracts.

At the GS-14 Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13, in the Federal Service.

Examples of specialized experience includes, but is not limited to directly providing administrative support to senior executive official(s);experience in administrative, and management principles, practices, methods and techniques to analyze and evaluate existing administrative support processes; conducting program analyses, and analyzes and drafts management information suitable for dissemination to internal and external stakeholders; ability to provide superior proofreading of documents for spelling, grammar, punctuation, style, abbreviations, and correct legal citation formats. Skill in assisting with planning, organizing, and handling logistical arrangements for meetings, conferences, and events. Ability to identify and analyze problems, develop viable solutions, advocate when necessary, and follow through to completion. Ability to maintain strict confidentiality. Skill in project management, organizing information, managing time and multiple work assignments effectively, including prioritizing and meeting tight deadlines. Advanced application knowledge of the Microsoft Office suite.

  • This position is outside the bargaining unit.
  • This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.
  • No Permanent Change of Station funds (PCS) or Relocation Incentives will be offered.

Education

There is no substitution of education for the required specialized experience at the GS-13/GS-14 level.
