Summary

Provides ongoing leadership, management guidance, advice, technical feedback, and support to MCC regional compact development team(s), with direct responsibility for regional compact development, work plan development, developing and facilitating the implementation of a governance structure, leading due diligence, and meeting MCC's investment criteria.
Coordinates and manages the tracking, analysis, budget development and procurement processes and creating systems, processes and reports that facilitate ongoing monitoring and assessment of the Compact development and investment appraisal processes.
Creates effective relationships with relevant government officials, with MCC Washington staff, other stakeholders such as donors, regional bodies, and private sector, as well as other US Government (USG) agencies.
Coordinates program efforts with MCA-Compact countries and MCC Washington to achieve the timely delivery of comprehensive reports, plans, approvals, and associated agreements.
Develops responses to inquiries from the Compact-countries' governments, MCC Washington, other USG agencies and MCC stakeholders in-country. Prepares briefing papers, speeches, talking points and reports on Compact development and investment appraisal issues related to MCC activities and approaches.
Provides guidance to multi-country government officials, regional authorities, and other stakeholders on MCC's investment criteria, processes, and procedures to ensure the development and effective implementation of economically viable regional investments to reduce poverty through economic growth.
Exercises supervision over subordinate staff. Ensures a continuing affirmative application of MCC policies concerning equal opportunity.

Qualifications

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3a (GS-15) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: providing leadership, management guidance, advice, technical feedback, and support developing large-scale (more than $10 million) economic growth projects, work plan development, leading due diligence, and meeting investment criteria; experience with project management, coordinating and managing the tracking, analysis, budget development and procurement processes and creating systems, processes and reports that facilitate ongoing monitoring and assessment of project development and implementation; and communicating program goals and operations concepts effectively to staff, stakeholders, and country counterparts, both orally and in writing, in order to enhance the design and implementation of development projects. Additional information
Due to COVID-19, the agency is operating in a state of maximum telework and most employees are teleworking full-time. Consequently, you will start your work in a temporary telework status and in a virtual environment. Your temporary telework arrangement will remain in effect until the agency informs you that MCC is open and operational for all staff. MCC will provide as much advance notice as possible before you may be required to report to MCC's office space. MCC has and will continue to offer flexible work arrangements.
RECRUITMENT/RELOCATION BONUS may be authorized for this position.
