This Clinical Nurse position serves the Elko Service Unit and is located in Elko, Nevada and is a Not to Exceed 12 month COVID-19 position. This position provides comprehensive nursing care across the age spectrum with a wide range of conditions in outpatient primary care. RNs assess, plan, implement and evaluate nursing care consistent with patient-centered medical home principles and emphasizing interdisciplinary collaborative processes. The incumbent reports to the Chief Nursing Officer.

  • Performs comprehensive professional nursing duties for the care of patients with a variety of injuries and illnesses in the outpatient department and/or field clinics.
  • Assesses, plans, implements, evaluates and documents comprehensive nursing care for patients presenting with a wide range of health conditions and across the age spectrum in collaboration with the patient, family, caregiver(s) and interdisciplinary team and aligned clinical practice guidelines and standards of care.
  • Administers medication and therapeutic treatment measures and care procedures per established policies and guidelines; observes and documents patient condition, changes and reactions to medications and medical treatment(s).
  • Uses appropriate medical supplies and/or equipment, such as 12-lead EKGs, fetal monitor, pulse oximeter, blood glucose meters, nebulizers, monitoring devices (cardiac monitors, oxygen monitors, etc.)
  • Closely observes patients for conditions that may require emergent measures; recognizes, identifies and interprets serious clinical situations; provides appropriate immediate emergency measures, coordinates interdisciplinary patient care and support activities across the healthcare continuum.
  • Plans for care management of targeted patient populations; assures pre-visit planning for patients; coordinates internal and external care referrals, develops and/or maintains disease and case management registries.
  • Assesses patient's needs and health status data, individually and/or with the care team to develop a plan of care. Accepts responsibilities as team leader and/or charge nurse.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENTS:

Education:

  • Completion of a degree or diploma from a professional nursing program which was approved by the legally designated State accrediting agency at the time my program was completed. (You must provide copy of transcripts with your resume).
OR
  • Successfully completed a degree from Foreign Nursing School and possess an official certification from the Commission on Graduates of Foreign Nursing Schools. (Must submit Official Certification and evidence of degree completion with your application)
Licensure:
  • In order to qualify for this position, you must have passed the National Council Licensure Examination and have an active, current registration/license as a professional nurse.
Note: Employees currently assigned to positions in this 0610 occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS, GS-0610-09:
  • Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Independently evaluates patient status and patient's standard of care and revises necessary to meet the revisions in the medical care plan and the patient's changing needs. Participate in the development of nursing procedures and performance improvement standards for outpatient care medical services.
OR
  • Completion of a Master's degree in professional nursing

Additional information

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions on how to submit your vaccination documentation or how to request a medical or religious exemption, if needed.

To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This is a Part-Time position.

This position is covered by a Bargaining Unit.
