Duties

Help

Major duties for this position include but are not limited to the following:

  • Works on the day-to-day monitoring of OSHA contracts and implementing policy decisions made by executives, and applying their effect on financial activities of the agency. Maintains liaison and direct communication between the Directorates, COR's and Program Managers with guidance from OSHA's Division Chief. Focuses on identifying the agency's emerging service needs and program issues. Stays abreast of regulatory processes which affect the contracts, develops solutions, and recommends changes to technical experts and senior specialists. Provides technical assistance to each OSHA
    Directorate which ensures successful technical and financial functions of contracts.
  • Reviews, modifies, and recommends approval of draft submissions for major contracts, Interagency Agreements (IAA), and purchase orders. Initiates contract actions using the DOL Acquisition Management System (AMS) and provides procurement data for team members using the New Core Financial Management System (NCFMS). Identifies the method and type of contract that will satisfy OSHA's requirements while conforming to Federal guidelines. Incumbent provides assistance with contract financial oversight and task formulation, contract awards and modifications.
  • Analyzes, reviews and evaluates contract performance, and reports assessments to the Division Chief and OPS. Provides technical assistance to COR be in utilization of evaluation results. Incumbent assists in assuring agency compliance with OPS acquisition timelines. Collaborates in developing strategy for the agency to meet all goals and initiatives negotiated with the Department and assists with the delivery of effective and efficient contracts to OSHA by utilizing all contracting tools and methods available. Incumbent provides oversight of contracts to ensure conformity to all laws, rules, regulations, and policies.
  • Incumbent obtains or provides information; identifies issues and answers questions or concerns; provides materials and documents; resolves operating problems; and makes recommendations necessary to achieve the mission of the Program. The incumbent serves as a mechanism for providing assistance and information to internal and external stakeholders and coordinating work processes with individuals who are working toward mutual goals.

  • Must be able to obtain/maintain a Public Trust security clearance.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the agency (if later than November 22, 2021).  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.

Qualifications

To qualify for the GS-07 grade level:

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-06, in the Federal Service. 

Specialized Experience: 

  • Applicants should have a general understanding of Federal contract laws and regulations. Basic knowledge for the position should include: analytical methods and techniques to identify potential problems and propose solutions to both financial and contractual issues; all phases of contracting types, concepts, principles, and practices applicable to Federal Government procurement procedures; and proficiency in using, a wide variety of software packages (commercial off the shelf and government developed) to produce documentation supporting an analysis.

  • Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
  • Principles of Finance - Knowledge of the basic principles, practices, and methods of financial management to include requisitions, apportionments, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines.
  • Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
  • Writing - Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
