Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities.

Prepares the justifications for updating technology within the Division. Assists with the development, monitoring, and implementing of organizational processes. Using extensive experience with automated systems such as Microsoft Outlook and Skype (e-mail and instant messaging), Adobe Acrobat, and Microsoft Office, the incumbent prepares invoices, reports, memos, letters, financial statements and other documents using word processing, spreadsheet, database and other presentation software. Organizes and maintains electronic and paper filing systems.

Is an integral part of the operation in the Division's immediate office to ensure that the office functions at the highest level of efficiency. Using comprehensive knowledge of ANG, reads and analyzes incoming correspondence and calls to determine their significance and ensure that they are assigned to the correct Directorate/Division for action. Applies advanced knowledge of administrative processes to track and analyze data to ensure compliance with policies. Assists with training and guiding less- experienced staff members. Applies experience with the E2 Solutions travel process (formerly known as GovTrip) to review travel authorizations and vouchers. Applies knowledge of the budgetary process to ensure the accuracy of accounting strings and budgetary information.

Reports on financial management including monitoring multi-year planning and execution of research programs in the FAA appropriations for Facilities and Equipment (F&E) and for Research, Engineering, and Development (RE&D); planning, monitoring, and reporting contractual budget status using financial databases and documents for contracts, agreements, and grants with FAA and other government research offices, industry, and academia.

Contacts are internal and external to NextGen. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally.

Serves as the administrative liaison to other Directorates and FAA lines of businesses. Uses scheduling experience to maintain the Executive calendar and schedule complex meetings and appointments with high-level managers and representatives from other agencies and the public. Uses judgment and discretion to screen and direct calls as appropriate. Uses knowledge of NextGen program efforts to coordinate meetings, set agendas and prepare presentations and documents. Develops, implements and applies new or revised administrative policies and procedures. Prepares and reviews management reports.

Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems.

Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and may affect the objectives of the FAA. In some specialties, the work often affects internal and external customers.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS 12. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience with financial and project management to plan and monitor multi-year planning; developing agreements; identifying and reporting on project performance; and coordinating with various organizations and stakeholders.

Qualifications must be met by the closing date of this vacancy announcement.
