Duties

Help

Performs a mixture of basic and routine (but progressively more difficult) assignments under the close direction of a manager, project/program manager, team leader or more experienced technical specialist. Assists other employees or acts as an individual contributor and/or member of a team.

Applies basic technical knowledge and limited experience to accomplish assignments. Assists more experienced EPS's in data gathering for NEPA and other federal environmental laws for airport development and planning projects. These services include, but are not limited to: tracking the environmental analysis, agency consultation, public involvement and preparation of environmental documents in accordance with NEPA and FAA requirements. These include Categorical Exclusions (CATEX), Environmental Assessments (EA), Findings of No Significant Impacts (FONSI), Environmental Impact Statements (EIS) and Records of Decisions (ROD).

Collects information to be used by more experienced EPS's in preparing correspondence including Congressional correspondence, briefing papers, approval letters and guidance to sponsors associated with all aspects of airport development. Coordinates with a manager, project/program manager, team leader or more experienced technical specialist to plan time and use assigned resources to accomplish assignments.

Contacts are primarily internal to the organizational unit with a manager and established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretions. Works with other employees to share information, provide data and/or written analyses and to discuss the status of assignments. May have regular contact with customers and/or external organizations.

Qualifications

To qualify for the FV-G which is equivalent to the GS/FG-5-9 in Federal Service applicants need either:

-4-year course of study leading to a bachelor's degree; OR

-3 years of general experience, 1 year of which was equivalent to at least GS-4

General experience is defined as progressively responsible experience, 1 year of which was equivalent to at least GS-4 in Federal Service, that demonstrates the ability to:

1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;

2. Plan and organize work; and

3. Communicate effectively orally and in writing.

Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.

Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.
