Duties

Major Duties:

  • Responds to public queries, including e-correspondence, regarding technical questions and interpretations of agency standards and policies.
  • Works with (or may in some assignments be asked to serve as) the voluntary protection program (VPP) coordinator for the Area Office, work closely with the Regional Office VPP program manager.
  • Provides on-going technical assistance for developing and incorporating effective leveraging strategies for outreach program initiatives, ensuring that such initiatives are consistent with the Agency's strategic plan, Regional operations plan, and unit goals.
  • Aids in identifying areas of intervention based on analysis of data and needs assessments, recommends intervention strategies, program evaluation and impact measures. 
  • Reviews, observes and inspects on-site working conditions of Voluntary Protection Program (VPP) applicants and program participants. 
  • Provides technical review of proposed standards and compliance directives. Provides recommendations and comments regarding impact of proposals on compliance assistance activities and development and delivery of compliance assistance tools.
  • Plans, develops and implements the Area Office/ Regional external training and education program, providing for or personally conducting outreach sessions on new standards, directives, and other topics of current interest, both independently and in conjunction with a variety of stakeholders (such as employer and employee organizations, committee organizations, partnership and alliance groups, federal agencies, State Consultation groups, etc.). The program is designed to enhance contact with under-served targeted populations.
  • Describes and explains OSHA national programs and policies to the general public, associations, etc. Promotes voluntary compliance; keeps the public aware of changes in the safety and occupational health field; makes speeches, serves on panels at seminars, conferences, and safety and health council meetings.
  • Develops and builds relationships with agency stakeholders. Represents OSHA at meetings of labor organizations, trade and industry associations and other groups interested in occupational safety and health. Serves as a resource for stakeholders within the region's jurisdiction on various agency programs or local initiatives.
  • Advises area office/regional staff regarding identification and involvement of appropriate stakeholders in the development and implementation of partnership initiatives.
  • Identifies and maintains working relationships with public and private stakeholders (state and local governments, unions, trade/industry associations, chambers of commerce, insurance companies, educational institutions and others) to promote safety and health programs and the concept of voluntary compliance with OSHA safety and health standards.
  • Contacts are frequently with parties having serious disagreements or skepticism about OSHA regulations, and may also involve groups comprising individuals with conflicting interests in regard to the safety of existing working conditions in particular occupations.
  • Must employ a high degree of tact and expertise in order to attain credibility and maintain continued dialogue, to help ensure sustained cooperation from both employers and employees and to attain the desired results, which will be reflected over time in measurably improved working conditions in the businesses or industries involved in the program.
  • Promotes general awareness of safety and occupational health principles, to develop and communicate compliance information materials, to use information technology resources in this regard where appropriate, and to effectively represent OSHA in meetings with employer and employee organizations, interest groups, and the general public.

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the agency (if later than November 22, 2021).  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.

This position requires an initial medical examination and reoccurring medical examinations throughout employment in this position, as a condition of employment. If you refuse the medical examination, do not submit required medical documentation, or do not meet the medical requirements of the position, the tentative job offer will be rescinded and you will not be extended a final job offer or may be removed from Federal service. The legal authority to conduct medical examinations is found under 5 CFR § 339.301 - Authority to require an examination.

Qualifications

ATTENTION TO ALL APPLICANTS: Specific examples of specialized experience sought for this position include occupations such as : Industrial Hygienists, Safety Engineer, and Safety and Occupational Health Specialist. To qualify for the GS-13 grade level:

Specialized Experience: applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service which demonstrates:

  • Managing safety or occupational health program elements.
  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
  • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
  • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
