This position is located in the Office of Airports Planning and Programming (APP); Airports Financial Assistance Division (APP-500); and can be assigned to any subordinate branch within APP-500 as needed. The incumbent serves as Branch Manager and is responsible for the planning, formulation, direction, implementation, evaluation, and reporting of the Office of Airports grants-in-aid to airports programming activities. This includes building and finalizing nation-wide program, multi-billion dollar sets of projects for financial assistance such as the Airport Improvement Program (AIP), Supplemental Discretionary AIP, component AIP programs, and certain related grant programs as may be assigned.

Serves as the front-line supervisor for the Branch, focusing on direct supervision of implementation and management of each years’ (or multiple years’) multi-billion dollar grants-in-aid to airports programs. Also, acts as the primary manager to coordinate with field managers over grants-in-aid programs, including the Airports Planning and Programming Branch Managers and Executives and Field Managers and Senior Executives within the Office of Airports organization.

Responsible for oversight, formulation, and execution, including specific allocation of funds to each of a broad range of airport improvement projects and associated initiatives such as noise mitigation, environmental sustainability, the Military Airport Program, and special national safety initiatives. In addition, crafts new programs and focus areas for novel initiatives, including sustainability, new technologies, value-enhancements, and environmental stewardship.

Exercises the full range of supervisory responsibilities to include planning, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of the Branch; coaching and developing staff; approving leave; and taking corrective/disciplinary actions as appropriate. Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility. Participates in the labor-management partnership process. Promotes a fair and equitable work environment.

Monitors and implements the strategic plan for organizational projects/programs to ensure the successful completion of goals and initiatives, and provides leadership for strategic planning, integration of initiatives/activities, conducting operational and/or organizational analysis, evaluating studies, providing recommendations on operational topics and ensuring collaborative decision-making across the organization.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the Office of Airports and the FAA. Defines and assigns tasks to accomplish objectives, and assists the supervising executives, and senior executives with providing oversight and management to ensure that region-wide programs operate effectively and efficiently, comply with regulatory requirements, and promote the accomplishment of the FAA's goals and objectives.

Contacts are routinely internal and external to the major subdivision. May represent the Office of Airport Planning and Programming and the Office of Airports as the primary point of contact for policies, procedures, programs or projects, related to the national implementation of grants-in-aid to airports programs. Communicates and makes presentations to diverse audiences including senior executives, front-line employees, aviation industry representatives, and the general-public.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

Direct technical or management level involvement in processes related to airport programming, planning, environmental review of airport infrastructure development and/or civil airport capital financial processes.

Experience leading and developing employees.
