These positions are located in the U.S. Department of Labor, Office of Federal Contract Compliance Programs (OFCCP), Division of Enforcement, Branch of Expert Services.   

This position is 100% telework eligible.

*Salary posted reflects nationwide base pay range. Once the selection has been made, the salary will be set in accordance with the selectee's location.

The mission of OFCCP is to ensure employers comply with nondiscrimination and affirmative action laws and regulations when doing business with the Federal Government. The Office of Federal Contract Compliance Programs (OFCCP) administers and enforces three equal employment opportunities mandates:  Executive Order 11246, as amended (Executive Order); Section 503 of the Rehabilitation Act of 1973, as amended (Section 503); and the Vietnam Era Veteran’s Readjustment Assistance Act of 1974, as amended, 38 U.S.C. 4212 (VEVRAA).  These mandates prohibit federal contractors and subcontractors from discriminating based on race, color, religion, sex, sexual orientation, gender identity, national origin, disability, or status as a protected veteran.

If selected for this position, you will serve as an expert consultant and advisor in the field of Labor Economics. The incumbent provides professional economics opinions, guidance, and direction to the senior level management, investigators, and Departmental attorneys in the analysis of employment discrimination cases. Reviews and conducts related research on major problems of great difficulty and critical importance. The incumbent provides advice on difficult economic issues to other offices within OFCCP and individuals and organizational units outside of OFCCP.

Responsible for gathering and analyzing an array of economic information for employment discrimination investigations and the general enforcement of the statutes enforced by OFCCP. Work involves locating, obtaining, and evaluating data. The evaluative techniques are frequently new and innovative. Develops and implements techniques required to analyze unusual data from diverse sources as standard databases and techniques are often not available or applicable. Provides professional judgment in the evaluation of the relevance and quality of alternative data sources as well as diverse methodological approaches to the issues at hand. Applies econometrics and other statistical/quantitative techniques and research design principles to develop statistical evidence of discrimination for investigations to establish where there are patterns of race, and sex discrimination within Federal contractors. Applies the same knowledge and skills to conducting and interpreting outcomes necessary for the development of program goals and policies.

Assists Regions and National office staff in interpreting and analyzing economic information related to their investigations and the general enforcement of EEO regulations and laws. Recommend and advises senior staff, management, and colleagues on relevant economic concepts for application to employment discrimination investigations and in conducting research. Determine the type of data required for analysis to be performed and the types of data needed to conduct studies.

Develops and presents training to field staff on analytical techniques, utilization of relevant data and related analyses as these relate to investigations and monetary remedies. Acts as an expert to OFCCP and participates in panels, forums, ad workshops related to labor economics. Skill in communicating orally and in writing to facilitate, monitor, and manage major OFCCP compliance and oversight issues and initiatives.

Qualifications

THIS POSITION HAS AN INDIVIDUAL OCCUPATIONAL REQUIREMENT. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED.

  1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

       or

  1. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:

  1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:

  1. economic statistics;
  2. industrial surveys;
  3. management of individual business enterprises, including farms;
  4. industrial planning;
  5. writing or editorial work in economic subjects; and
  6. financial market analysis.

In addition to meeting the Individual Occupational Requirement (IOR), Applicants must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service demonstrating mastery knowledge of labor economic theories and techniques, particularly those relating to processing cases in employment discrimination and preparing research reports on related subjects. Examples of specialized experience include:

  1. Conducting and publishing independent, original research using survey and/or administrative records data;
  2. Leading, developing and monitoring research/projects, practices, and procedures with the goal of improving a program.
  3. Communicating complex and high-impact research findings to those responsible for litigation decisions and to defend findings for enforcement-related activities;
  4. Preparing comprehensive and precise reports and presentations to address complex technical concepts.
