Duties

Help

As a Administrative Officer your duties will include, but are not limited to, the following:

-Serve as the focal point for all tasks and activities dealing with budget formulation, budget execution, analysis and tracking, and end-of-year closeout; provide advice and guidance in budget and finance areas.
-Personally perform or direct the acquisition of necessary supplies, equipment, and labor to meet program needs; ensure that purchases are in accordance with Federal procurement regulations and within delegated authority.
-Serve as primary administrative resource on administrative issues; responsible for research and development of options, alternatives, and solutions in order to address both continuing and/or one-time issues and problems; provide advice and guidance to supervisors and employees on regulations, policies, and procedures related to human resources management; coordinate with and provide administrative support.
-Serve as day-to-day supervisor for a small group of administrative support personnel. Responsible for preparing administrative policy, coordinating administrative work procedures, and prioritizing office management practices to subordinate staff of clerical and/or administrative workers.
-Provides assistance with the development of financial assistance agreements.

Qualifications

Only experience and education obtained by 10/25/2021 will be considered.

In order to qualify for this position you must possess the Minimum Qualification.

Minimum Qualification [GS-11]

  1. One full year of specialized experience comparable to the GS-09 grade level in Federal service (obtained in either the public or private sectors). Examples of such experience include: 1) preparing budget estimates or justifications for an organization; 2) monitoring an organization's budget to ensure that obligations, expenditures, and requested allotments stay within approved funding limitations; 3) managing the acquisition of supplies, equipment, and services for an organization in accordance with regulations and local policies; 4) providing administrative support to an organization (e.g., procuring needed supplies or services, initiating human resource hiring actions, payroll administration, etc.); 5) conducting financial, management or program analyses and documenting findings, issues, and recommendations; 6) leading/directing or managing the work of a support staff on financial, budgetary or administrative topics. -OR-
  2. A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree from an accredited college or university in a related field. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position; examples of qualifying fields include business administration, finance, law or similar. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education. -OR-
  3. A combination of qualifying specialized experience as described in response A and qualifying graduate education as described in response B that equals 100 percent of the GS-11 requirement. Only education beyond the second graduate year can be considered in this calculation. To combine education and experience, convert quarter hours to semester hours by multiplying by the fraction 2/3. Then, divide your number of graduate semester hours in excess of the first 36 hours by the number 18 (or the number your school uses to represent one year of graduate education). Divide months of qualifying specialized experience by 12. These two numbers must equal 100 percent when combined. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
