  • Coordinate resource management planning activities with public officials, industry representatives, and citizen groups.
  • Review long and short-range plans to ensure they are consistent with strategies and program emphasis in an approved land and resource management plan and recommend changes to such plans as appropriate.
  • Oversee study projects to develop guidelines, standards, and procedures for analyzing public needs, demands, and resource capabilities.
  • Identify work force and organizational needs and priorities.
  • Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees.
  • Perform administrative and human resources management functions for the unit.
  • Maintain awareness of new technological developments in natural resources to achieve natural resource planning goals.
  • Ensure program expenditures are legal, meet the intent identified and remain within budget limits.

Qualifications

Basic Requirement:
GS-0401:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-12: You must have one year of specialized experience equivalent to the GS-11 in the Federal service.
Specialized experience is defined as one or more of the following: Participated in the management of soils, watershed, wildlife, fisheries, range, botany, timber, or threatened and endangered resources; Assisted in the preparation of functional resource and fiscal plans to ensure compliance with land management planning policies and regulations; Assisted in the review and evaluation of the efficiency and effectiveness of land management programs and made recommendations for improvement; Participated in the short-range resource planning, program direction, coordination and evaluation of the wildlife, fisheries, plants, vegetation management, soil and water and range programs and their related activities.

For the GS-13: You must have one-year of specialized experience equivalent to the GS-12 in the Federal service.
Specialized experience is defined as one or more of the following: Worked as a senior specialist that requires knowledge and skill performing staff analytical, planning, and evaluative assignments concerned with the administrative and operational aspects of organizations, programs, services and management. Such work should demonstrate experience in planning and conducting administrative and management, studies, evaluations, and improvement projects; Ensures all requirements of the National Environmental Policy Act of 1969, the National Forest Management Act of 1976, and other legislative and executive requirements are followed; Ensured the interdisciplinary approach is fully utilized in all land management planning activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors.
