This is a term position (more than 1 year) with an initial appointment expected to last at least 13 months, which may be extended up to a total of four years or more, based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or future regulation, unless such regulation expressly allows such action..

The purpose of the position is to perform a variety of complex and diverse assignments within one or more of the following general areas: rulemaking and regulation, compliance and enforcement, environmental considerations and documentation, and/or program administration and oversight.

The incumbent is responsible for managing compliance with the National Environmental Policy Act (NEPA) and other federal environmental legislation and determines the compliance pathway for a wide variety of planning efforts and projects, including categorical exclusions, environmental assessments, and environmental impact statements, as well as the scope, framework, format, and content of major planning efforts. This includes determining management objectives and impact topics; performing impact analyses; and identifying needed resource data and coordinating with appropriate park staff to document needs. The incumbent manages the production of NEPA documents and functions as the overall compliance coordinator, managing all aspects of the compliance process for the park.

The incumbent participates in formulating recommendations to the responsible management officials on the use, management, and development of park resources, and is responsible for the preparation and/or review of plans, reports, position papers, policy statements and memorandums, and responsibilities.

Area Information

Padre Island National Seashore was established in 1962 to protect the longest stretch of undeveloped barrier island in the world, and the park's more than 130,000 acres host a rich variety of cultural and natural resources. Located between the Gulf of Mexico and the Laguna Madre, Padre Island contains coastal prairie, wetland, and wind tidal flat habitats. Recreational opportunities include saltwater fishing, kayaking, windsurfing, and birding. The park is located approximately 25 miles southeast of the city of Corpus Christi, Texas (population of the metropolitan area is approximately 442,600), 170 miles southeast of San Antonio, and 240 miles southwest of Houston. Corpus Christi has all the amenities of a small city, including a wide variety of housing, shopping, and recreational opportunities, including an aquarium, museums, sporting events, concerts, and botanical gardens. Several school districts, hospitals, and universities/colleges are located within 30 miles of the park boundary.   • Work Schedule: You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • Trial Period: You will be required to complete a one-year trial period.
  • Travel: You may be required to travel overnight away from home occasionally. You must obtain a government charge card for travel purposes.
  • Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Financial Disclosure:You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • Minimum Age Requirement:Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-09/07/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualification by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Applying concepts and methods of environmental protection work; interpreting plans and National Environmental Policy Act (NEPA) laws, regulations, policies and guidance for land and resource management programs; providing advice to the National Environmental Policy Act (NEPA) practitioners and park or regional leadership regarding the application of National Environmental Policy Act (NEPA) laws regulations, policies, and guidance to environmental compliance activities; reviewing environmental documents, including National Environmental Policy Act (NEPA) documents to ensure legal sufficiency and compliance with applicable laws and regulations; working with public land resource values, Issues, or controversies; and using computerized database systems to track projects, conduct public involvement, and analyze data.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: Work is primarily sedentary in an office environment, but may require limited physical exertion such as long periods of standing; walking over rough, uneven or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities. Operation of and travel within motor vehicles is required.

Working Conditions: The majority of the work is performed in an office setting with some travel to attend meetings, conferences and workshops, or for field inspections. The work can occasionally involve moderate risks, discomforts, and unpleasantness such as exposure to dust, hot and dry weather extremes; and flights in small aircraft, including helicopters.
