Summary

This position is located in the Department of Labor (DOL), Women’s Bureau (WB).  The mission of the Women's Bureau is to promote the welfare of wage-earning women; advocate for equality and economic security for themselves and their families; and promote quality work environments. 

The purpose of the position is to conduct research and policy analysis on topics related to women's employment and contribute to and manage research project designs.

This position is inside the bargaining unit.

The major duties for this position include but are not limited to the following:

  • Recommend, plan, and execute commissioned and in-house research to make recommendations instrumental in the development and implementation of major policy, program, and legislative initiatives that impact working women.
  • Identify factors affecting women's labor force participation and treatment, assess the efficacy of current approaches to addressing those factors, propose new initiatives to enhance women's participation and fair treatment in the labor force, and to serve as a central repository of information on women in the labor force.
  • Prepares, reviews and edits research products, policy analysis, issue papers, fact sheets, talking points, and relevant Departmental materials and correspondence.
  • Draft responses to written inquires on behalf of senior officials. Comments on and edits Women's Bureau work products that require clearance inside and /or outside the Department.
  • Provides substantive comments on the materials referred to the Bureau for review and comment such as proposed legislation, draft Congressional testimony, draft reports to Congress, and questionnaires or reports from international organizations.
  • Briefs senior agency and Departmental leadership on topical research, policy and programmatic issues.
  • Provide subject matter and applied policy research expertise on women's employment and work/family topics.
  • Plan, design, and carry out major studies and initiatives of a broad and comprehensive nature that pertain to women in the workforce.
  • Perform role as Project Manager for individual research and related projects in support of the Bureau's research and policy portfolio.

Qualifications

To qualify for this position, applicants must have at least 52 weeks of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to high level administrative and management work.  In describing your experience, please be clear and specific.  We will not make assumptions regarding your experience.

Specialized Experience:  Conducting research and policy analysis with bearing on women's employment issues and to inform on the development of major policy and programmatic initiatives.

Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

Technical Competence - Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
