Help

  • Analyzes proposed plans, projects, and policies affecting Native American interests.
  • Works with the Tribes to ensure that each Tribe's position and concerns are effectively documented and communicated to the Department of the Interior and its Bureaus.
  • Collaborates with regional Department of the Interior personnel to ensure that the needs and expectations of the Tribes are understood and accommodated to the extent possible and keeps the Designated Federal Officer to the Adaptive Management Group informed about such discussions.
  • Ensures the availability of financial and technical assistance to the Tribes.
  • Develop and Maintain Partnerships between Tribes, Interior and Stakeholders
  • Evaluate, Analyze and Advise on Glen Canyon Adaptive Management Program Plans, Projects, and Policies

Establishes and maintains partnerships with the 11 Native American Sovereign Nations (Tribes) that have interests that may be affected by Glen Canyon Dam operations. Out of the 11 Tribes there are five that actively participate in the AMWG (Hopi Tribe, Hualapai Tribe, Navajo Nation, Pueblo of Zuni, and Southern Paiute Consortium).

Physical Demands: The work is primarily sedentary with periods of intense mental concentration. There is extensive
travel of up to 25% of the incumbent's time to meeting and work sites, which may also involve some walking, standing, bending, and carrying of light items.

Working Environment: The work is usually performed in an office environment, meeting rooms, or similar settings.
Local travel is frequent and involves the normal risks and discomforts of automobile transportation. During field trips, the employee is often in the out-of-doors and may experience weather extremes, insect bites, varied topography, and other physical demands.

Occasionally works outside of regular tour of duty with supervisor approval, e.g., Credit Hours, Overtime, etc.

This position is in the Bureau of Reclamation, Regional Directors Office. The duty station of the position will be determined after selection. The duty station of the position can be at any of the following locations:

  • Any Reclamation office within Region 8, Lower Colorado Basin Region.
  • Any Reclamation office within Region 7, Upper Colorado Basin Region

The salary listed on the announcement is based on Rest of US locality pay. Upon selection, salary will be adjusted to match the appropriate locality pay table. Locality pay tables can be found for reference here.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-13, you must possess one year of Specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated specialized experience includes two out of the five listed below.
1. Experience serving in a liaison capacity with Tribal officials to articulate program policy and ensure appropriate consultation in resource management and other program activities;
2. Proficiency in interpreting laws, regulations, and agreements related to tribes and their involvement in federal programs or projects;
3. Proficiency in interpreting laws, regulations, and agreements associated with federal water management in the Colorado River Basin, including knowledge of water contracts, water rights, and planning activities;
4. Experience providing leadership and authoritative advice in multi-agency efforts involving Native American tribes, particularly those traditionally associated with the Colorado River; and
5. Experience presenting and communicating both orally and in writing to federal and non-federal stakeholders on federal water compliance activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 08/26/2021.

LOCATION: Will be determined after selection within the Upper Colorado Basin or Lower Colorado Basin Region Area.

Phase 1: Applicant resumes will be reviewed by Human Resources to ensure they meet the basic qualification requirements (see definition of specialized experience). If applicants meet basic qualifications, they will continue on to the second phase and will be given an interim score based on the application questionnaire, which will take the applicant approximately 30 minutes to complete when initially applying. Phase 2: Candidates who were minimally qualified based on the assessment questionnaire identified in the first phase will advance to a structured resume review by a Subject Matter Expert (SME) panel. The SME panel will score resumes using a pre-determined scoring matrix based on the competencies listed above.

Phase 3: Candidates will be given a final score which combines the scores from the first and second phases. Those candidates who score as best qualified will be referred to the selecting official for consideration.
