This position is located in the Equal Employment and Accessibility Branch (EEAB), Office of Equity and Civil Rights (OECR) which is responsible for providing support and assistance to accomplish the National Science Foundation’s (NSF) commitment to organizational excellence, inclusiveness, and building an increasingly diverse, engaged, and high performing workforce.  EEAB is responsible for NSF’s equal employment opportunity program and disability program.

Duties

Help

The incumbent serves as the Branch Chief and is responsible for developing, implementing, and administering Agency policies, procedures and programs regarding the Foundation’s most complex equal employment opportunity and civil rights issues that support the rest of the OECR functions, and ensuring compliance with applicable laws, regulations, and policies for NSF customers and employees.  Specifically:

Provides technical advice, assistance, and direction on complex EEO matters including ensuring the investigative record and the development and promulgation of NSF policy on complaint processing is complete, reviewing methods and procedures when handling precedent-setting cases involving large quantities of disputed data, and discussing complaint actions to ensure compliance with governing regulations.

Leads and manages the Equal Employment Opportunity Program and directs staff carrying out highly complex and technical EEO investigatory and compliance work.

Oversees the development, revision, and implementation of policies and procedures for highly complex civil rights issues that ensure the fair and equitable treatment of employees; formulates new and revised equal opportunity program policies and guidelines.

Leads efforts to accomplish Agency and office strategic equal employment opportunity and civil rights goals.

Provides senior management officials with authoritative recommendations and novel approaches to resolve sensitive Agency-wide problems and issues; works to integrate civil rights practices and philosophies into all aspects of NSF’s Directorates and functional areas.

Manages the formulation of, and directs staff handling, highly complex Disability Program policies and procedures; Manages and oversees NSF’s entire Disability Training Program.

Shares technical advice and direction on complex ADA and reasonable accommodation matters.

Plans and implements the Office’s long- range strategic activities and quality initiatives.

Makes recommendations regarding short-and long-range services to be provided by EEAB, leads strategic management activities, oversees special studies and projects, etc.

The employee is a supervisor and is responsible for administrative and technical staff members and administrative supervision. Supervisory duties include: plans and assigns work, evaluates performance, provides advice/guidance, performs hiring functions, resolves complaints, performs disciplinary actions, when necessary, identifies training needs, increases productivity.

The employee is responsible for furthering the goals of equal employment opportunities (EEO) by taking positive steps to assure the accomplishment of affirmative action objectives and by adhering to nondiscriminatory employee practices about race, color, religion, sex, national origin, age, or disability.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level in federal service developing, implementing, and administering policies, procedures and programs regarding complex equal employment opportunity and civil rights issues. Examples of experience include: leading and managing an Equal Employment Opportunity (EEO) Program; managing  the formulation and oversight of highly complex Disability Program; leading efforts to accomplish strategic equal employment opportunity and civil rights goals; ensuring compliance with applicable EEO laws, regulations, and policies; and providing senior management officials with authoritative recommendations and novel approaches to resolve sensitive EEO problems and issues. 

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
