Duties

Help

Assists the Administrative Officer (AO) in the administrative functions of the District, such as but not limited to: Employee Safety and Health, Labor Relations, Employee Benefits, Performance Management, Staffing and personnel activities. Assists in managing the personnel transactions and FTE associated with the staffing program throughout the district. Coordinates all personnel action requests and related material. Conducts orientation and administers the oath of office to new employees entering on duty. Instructs new employees on completion of forms; explains retirements and benefits. Assists the Administrative Officer in employee and labor relations activities, such as monitoring activities, researching and gathering policies and guidance. Provides personnel/staffing activity reports to the District Manager, Administrative Officer and headquarters. Maintains current personnel rosters with employment information. Maintains operating office personnel files for employees, correspondence files to meet MSHA, Departmental and OPM reporting requirements. Responsible for maintaining and updating various personnel documents and databases.  Serves as the assistant to the Administrative Officer and acts for him/her in his/her absence.

Conduct program analysis to determine activity trends and compliance with program requirements. Advises management on potential problems.

Provides support services in the area of Worker's Compensation. Maintains close surveillance of each compensation claim through medical reports and other informational sources. Maintains complete district documentation on each case. Maintains database and tracks cases. Develops and explores the possibility of limited duty for claimants return to work from periodic rolls. Reviews periodic rolls to ensure cases are kept current; controverts and/or challenges those claims considered questionable. Serves as an active member of the District's Accident Review Board; prepares and delivers presentations at meetings regarding injury/illness, etc. Administers and manages the Fitness for Duty and pre-employment physical requirements.

Qualifications

To qualify at the GS-07: Applicants must have at least 52 weeks specialized experience equivalent to at least the next lower grade level, GS-05, in the Federal Service, or 1 full year of graduate level education, or superior academic achievement. 

Examples of specialized experience include, but are not limited to:

  • Researching rules and regulations.
  • Performing a variety of administrative functions relating to processing staffing/recruitment/personnel, performance management, and other duties that are primarily related to human resources management.
  • Assisting managers and other staff with a variety of duties and functions of personnel, safety or health programs.
  • Dealing with confidential situations and information, including high management information and labor-management relations
  • Preparing reports and maintaining records.

To qualify at the GS-09: Applicants must have at least 52 weeks specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service, or master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. 

Examples of specialized experience include, but are not limited to:

  • Independently analyzing problems to identify factors, gathering and presenting data for program or staff officials.
  • Researching rules and regulations.
  • Performing a variety of administrative functions relating to processing staffing/recruitment/personnel, performance management, labor relations, and other duties that are primarily related to human resources management.
  • Assisting managers and/or other staff with a variety of duties and functions of personnel, safety or health programs.
  • Dealing with confidential situations and information, including high level management information and labor-management relations.
  • Preparing reports and maintaining records.
