Duties

  • Leads all assigned programs, projects and initiatives that span across OCP?s current three divisions and USDA.
  • Collaborates on a daily basis with OCP leadership and staff and with mission area and agencies representatives to carry out assigned tasks.
  • Communicates with outside organizations, such as the Office of Management and Budget, General Services Administration, and Government Accountability Office, to complete work assignments.
  • Prepares briefing materials and provides briefs at all levels in the organization not limited to but including sub-cabinet officials.
  • Manages short- and long-range activities that include multi-year work plans that are the products of subordinate organizational projects/programs.
  • Evaluates, plans and directs the analytical work for critical agency functions relating to development and presentation of budget plans and programs across three divisions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:

Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

For the GS-14 grade level:

One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Management and Program Analyst. For this position, the specialized experience is experience applying substantial knowledge of acquisition terms, functions, and processes in order to analyze and evaluate the effectiveness of management operations in meeting established goals and objectives, and developing life cycle cost analyses of projects or performing cost benefits or economic evaluations of current or projected programs; experience guiding projects to a successful completion, including the ability to work with a virtual team; and experience developing new methods and approaches using analytical and evaluative techniques, and skills and abilities to identify problems, assess program effectiveness, recommend solutions, and direct complex studies for the improvement of management processes and systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Duty location: If selected, candidates who live in the Washington, DC local commuting area will be expected to regularly report to the Washington, DC office and may be offered telework and other flexible work arrangements but will not be completely virtual.
  • The salary ranges vary according to the geographic area locality adjustments; therefore, rates advertised represent base pay only as pay will depend upon the selectee's duty location. Please see the 2021 General Schedule (GS) Locality Pay Tables.

  • Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
  • This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
