Duties

The duties described below are some of the duties performed at the full performance level, GS-12.

  • Conducts detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations.
  • Provides results of analyses in the form of written and illustrated briefings or other formats.
  • Receives and analyzes basic regulations, directives, and program guidance. Interprets and disseminates required information to the director and their activities.
  • Maintains and makes necessary updates to ensure the structure and integrity of the region’s official file plan.
  • Serves as the subject matter expert for all mission applications in the district’s network operating environment; maintains and services mission applications on all computers through the district; provides support with regard to the use of mobile devices.
  • Learns and understand the methodology of new or upgraded software applications as well as assess users, needs in order to develop and provide training on computers, hardware, and applications, including instructions, training, and troubleshooting in support of mission needs.
  • Serves as liaison at the District level and administers and manages IT-related work for inspector related support.
  • Assist the Administrative Officer in working with new district employees to ensure proper IT onboarding and training.
  • Conduct research and provide professional advice/consulting for district IT-related product purchasing.
  • Assist with IT-related property recording/tracking/inventory.

Qualifications

Applicants must meet the time-in-grade requirement and the specialized experience requirement, as described below, in order to receive consideration.

Specialized Experience at the GS-12 grade level:  Applicants must possess 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service, which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.  Specialized experience is in or directly related to the line of work of the position to be filled and which as equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of creditable experience include: understands the methodology of new or upgraded software applications as well as assesses user needs in order to develop and provide group and individual training on computer programs, hardware and software applications, including instructions, training and troubleshooting in support of mission needs; develops queries and reports from data for various groups; provides statistical data analysis; designs, develops and implements specialized system software packages that require interaction of computer functions; tests new operating systems, application, or information systems.

There is no educational substitution in lieu of specialized experience at the GS-12 grade level.

Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

Communication: Ability to communicate effectively both orally and in writing, with technical and non-technical personnel in a variety of occupations, and to prepare detailed documentation.

Problem Solving: Ability to analyze and evaluate a variety of data and information and to apply qualitative and quantitative techniques for measuring effectiveness, efficiency and productivity of programs. Able to specify goals and obstacles to achieving those goals, generates alternatives, considers risks, and evaluate and choose the best alternative in order to make a determination and draw conclusions.

Interpersonal Skills: Skills in establishing and maintaining effective cooperative relationships with diverse groups such as district management, supervisors, employees, OCIO, and others inside and outside of the agency.

Technology Skills: Competencies related to installing and troubleshooting software packages, teaching and/or mentoring others regarding software use. Ability to manage IT-related hardware, software, processes, issues and solutions.

Data Retrieval Skills: Knowledge of and familiarity with various means for data retrieval and data mining. Ability to distinguish between relevant and irrelevant data during the retrieval process.
