EOB is responsible for the diversity and inclusion program, alternative dispute resolution, civil rights policy, and administrative operations.

Duties

Help

The incumbent serves as the Branch Chief with responsibility for developing, implementing, and administering agency policies, procedures and programs regarding the Foundation’s most complex diversity and civil rights issues that support the rest of the Office of Equity and Civil Rights (OECR) functions.

Duties include:

Develops, updates, and implements policies and procedures for highly complex equal opportunity and civil rights issues.

Provides technical advice and assistance to the concerning Equal Employment Opportunity (EEO), diversity and inclusion, and labor data, labor market statistics, recruitment sources, program implementation, and new or changed policy requirements.

Provides Alternative Dispute Resolution (ADR) facilitation, counseling, conciliation, mediation, and conflict resolution advisory services to NSF top management.

Manages the formulation of the NSF diversity and inclusion strategic plan.

Develops, updates, and implements policies and procedures for highly complex diversity, equity, and inclusion issues and functions, including program oversight of all diversity, equity, inclusion, and accessibility activities, working groups, responses to Executive Orders, etc.

Assists agency management in strategic planning relating to OECR budget, resources, programs, and functions. Serves as the purchase card approving official.

Works with OECR senior management to plan and implement the Office’s long-range strategic activities, quality initiatives, diversity and inclusion initiatives, ADR, policy analysis, and other Office-wide activities as a member of the OECR management team.

Participates in OECR and NSF-wide activities, chairs task forces and quality teams, and maintains continuing liaison with NSF officials to be familiar with, and responsible to their diversity, ADR, Freedom of Information Act (FOIA), and regulatory concerns; and represents NSF on interagency groups, steering groups and other teams.

Makes recommendations regarding short-and long-range services to be provided by EOB, leads strategic management activities, oversees special studies and projects, etc.

Responsible for administrative and technical staff members and administrative supervision. Supervisory duties include: plans and assigns work, evaluates performance, provides advice/guidance, performs hiring functions, resolves complaints, performs disciplinary actions, when necessary, identifies training needs, increases productivity.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level in federal service developing diversity, inclusion, and civil rights programs and policies. Examples of experience include: providing advice regarding equal employment and civil rights issues; recommending solutions to improve equity, diversity, and inclusion; managing an Alternative Dispute Resolution (ADR) program; and leading strategic planning activities related to equity, diversity, and inclusion.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
