Nursing Informatics (NI) is the specialty that integrates nursing science, computer science, and information science to manage and communicate data, information, and knowledge in nursing practice. NI facilitates this integration to support Veterans, nurses, and other providers in their decision-making in all roles and settings. This support is accomplished through the use of information structures, information processes and information technology. The goal of nursing informatics is to improve the health of populations, communities, families, and individuals by optimizing information management and communication. These activities include the design and use of informatics solutions and technology to support all areas of nursing and healthcare, including, but not limited to, the direct provision of care, establishing effective administrative systems, managing and delivering educational experiences, enhancing lifelong learning and supporting nursing research.
The Nurse Informaticist incorporates theories, principles, and concepts from appropriate sciences into informatics practice. Examples may include information systems, and change theories. Principles and concepts may include project management, implementation methods, workflow analysis, process redesign, organizational culture or database structures. He/she integrates ergonomics and human-computer interaction (HCI) principles into informatics solution design, development, selection, implementation and evaluation.
The nurse informaticist systematically determines the social, legal, regulatory and ethical impact of an informatics solution on nursing and healthcare. This RN possesses an expert understanding of clinical treatment modalities, organization and administration of the VA healthcare delivery systems, educational principles, clinical information systems, accreditation and regulatory standards and program development. Core functions include determining the most appropriate use of expertise in clinical informatics coordination, Veteran and staff education, attention to system issues that require intervention, and quality/performance measures. The incumbent influences care outcomes by collaborating with all members of the interdisciplinary team. The incumbent assesses, plans, implements and evaluates the total health care of a specialized Veteran population in a clinical informatics specialty area.
This RN:
supports resolution of unusual or unique Veteran care problems or situations which require analytical, interpretive and constructive thinking.
functions as an internal/external consultant in evaluating programs, resources and services.
initiates and maintains databases, prepares reports, and works collaboratively with others to assess variances and project needs.
leads and/or facilitates recommendations for systems and/or resource changes that will serve to improve clinical application needs.
As the Clairvia Solution Administrator, the Nurse Informaticist will have the overall responsibility for both the workforce and workload solutions. Other responsibilities include:
Learning, using, and supporting the Staff Manager and Shift Alert solution through participation in the maintenance, training, employee configuration, schedule setup, schedule build and validation and daily staffing sessions.
Learning, using and supporting the workload solutions of demand manager, assignment manager, patient progress manager and outcomes driven acuity through participation in the maintenance, training, acuity methodology training, catalog mapping review, charting peer review, staffing validation and readiness, care team assignments and workload management sessions.
Reviewing and editing employee and departmental database entries for identified units during maintenance testing.
Generating a future schedule for assigned units during schedule build and validation.
Attending project status meetings.
Serving as a liaison with the project leader regularly to ensure the business, technical, and data integrity of respective solutions.
Ensuring data fields are correctly populated via interfaces or data entry.
Providing training to additional end users as required.
Generating enthusiasm and educational support for staff, listening, and responding to their learning needs.
This position reports to the Deputy Chief Health Informatics Officer.

Qualifications
To qualify for this position you must meet the following basic requirements:

United States Citizenship.
Education: Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Licensure: Must hold a current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
English Language Proficiency. RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.

At least 5 years of clinical experience (a leadership role is preferred)

Physical Requirements: Per VA Directive and Handbook 5019 - a physical examination will be conducted based on the physical requirements of the position. A physical examination prior to placement is required. Regarding this specific RN position, the population of male and female veterans served ranges from adult, age 18, to the elderly adult, age 65 and over. The VA Medical center is a major interdisciplinary teaching facility, serving medical, surgical, and neurological inpatients and outpatients. There is a large outpatient psychiatric population, with admissions for medical co-morbidities. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
