WHAT IS THE OFFICE OF EQUITY, DIVERSITY, AND INCLUSION DIVISION? The Office of Equity, Diversity and Inclusion (EDI) advises IRS senior leadership on diversity and inclusion matters, and EEO policy. EDI helps coordinate cross functional efforts to ensure a diverse and inclusive IRS workforce that is free from discrimination and harassment.

WHAT DOES AN ADMINISTRATIVE SPECIALIST/AUTHORIZED GOVERNMENT REPRESENTATIVE (AGR)DO? An AGR serves as a staff advisor and liaison between management, procurement staff and external stakeholders on all matters pertaining to the administration of Sign Language Interpreting Services for the IRS. They participate in planning, coordinating, and procurement of services for deaf and hard of hearing employees and guests in efforts to promote a diverse workforce that is inclusive and responsive to the needs of people with disabilities.

As an Administrative Specialist/Authorized Government Representative (AGR) you will:

  • Manage internal administrative assignments.
  • Monitor activities to ensure timeliness, consistency and completeness.
  • Collaborate with contract and external vendors to coordinate Sign Language Interpreting (SLI) and Communication Access Real-time Translation (CART) services for IRS employees and taxpayers at multiple locations and campuses nationwide
  • Provide support to supervisor, team leader, analysts, project leaders, and support personnel in SLI
  • Process various procurement actions such as: creating purchase requisitions, purchase card order logs, create/update BPA Logs, reconcile vendor invoices, receipt and acceptance.
  • Personally, review all important incoming and outgoing correspondence, coordinate routing and the control of notes and suggestions concerning the subject matter involved before referral to the supervisor.
  • Perform special studies and research projects or assignments, monitor office reporting requirements and prepare input for confidential status reports.
  • Keep the supervisor advised of developments and progress concerning problems and follow up with the responsible official to expedite necessary action and final settlement of the issues.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-09 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitors activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda to develop consolidated responses on behalf of the organization; experience using analytical techniques to perform analyses of data and information and to recommend appropriate courses of action and implementing new procedures using a knowledge of administrative policy and procedures. OR

You may substitute education for specialized experience as follows: master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. OR 2 years of progressively higher level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR LLB or JD if related.

For Grades 9: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

  • Tour of Duty: Monday - Friday 8:30 a.m. - 4:00 p.m.

Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, (i.e., A = Superior, B = Highly Qualified, C= Qualified) depending on your responses to the online questions, regarding your experience, education, and training related to this position. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application.
