As a Supervisory IT Specialist (DATAMGT) your duties will include but are not limited to the following:

  • Overseeing the management of data assets and advocates the use of data in decision making for the Service, involving identifying requirements and establishing best practices and program controls for the use, protection, dissemination, and generation of data assets throughout their lifecycle in accordance with applicable law, Office of Management and Budget (OMB) Directives, and DOI policy.
  • Establishing policy and communicating to top-level management as appropriate, consistent with legislation and DOI policy concerns related to data management.
  • Promoting and quantifying data management process improvements to achieve greater effectiveness and efficiencies within the bureau. Overseeing, monitoring, and measuring the performance of data management implementation in accordance with applicable laws, regulations, and policies.
  • Providing expert advisory and guidance in applying innovation while limiting disruption to ongoing operational activities.
  • Providing strategic planning, development, and coordination of Service-wide data management standards, policy, and programs. Closely coordinates all issues and initiatives with the Department Chief Data Officer (DCDO), Service ACIO and the Service Director/Deputy Directors. Aligns and integrates data management with programmatic and other business activities. Engages Service employees, the public, and contractors in using public data assets, and encourages collaborative approaches on improving data use. Supports the Service evaluation officer and program improvement officer to best leverage data in carrying out responsibilities.
  • Identifying and prioritizing common needs for acquisition of data (including the findable, accessible, inoperable, reusable) (FAIR) as it relates to data sharing, storage, and all other uses of data analytics, contact services, and resources, ensuring all Service needs and concerns are incorporated and addressed. Facilitates, and as appropriate, leads the implementation and or establishment of standards for data management and the evaluation of the quality and effectiveness of data activities and initiatives.
  • Coordinating resolution of intra-agency and interagency data-related issues. Ensures that, to the extent practicable, the Service maximizes the use of data in the Service, in the production of evidence, increased cybersecurity, and improvement of Service operations.

Qualifications

Only experience and education obtained by 06/03/2021 will be considered.

In order to qualify for this position you must possess:

One year of specialized experience comparable in scope and responsibility equivalent to grade GS-14 in the Federal service. Experience may include: Experience with data management concepts and techniques to efficiently and effectively to lead efforts to identify, review, and recommend procedures and guidance for data architecture, metadata, and data standards across an organization; experience with advanced IT principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services; provide expert technical advice, guidance, and recommendations to management and other technical specialists; apply business requirements and project management in order to provide new data management developments to previously unsolvable problems; optimize data management in a large, complex organization with thousands of user interfaces; and make decisions or recommendations that significantly influence important IT policies and programs; experience with interrelationships with the ability to build alliances and find common goals with a broad range of stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

Leadership skills to convene and facilitate teams of subject matter experts in data management and to
develop/promote/utilize data-related partnerships with other organizations.

Executive interpersonal skills to develop networks, build alliances, and find common ground with a broad range of stakeholders.

Public/group speaking skills sufficient to present complex technical information to a wide-range of individuals (e.g., Service and Departmental management, staff, contractors) to facilitate constructive discussion, and to obtain consensus or agreement.

Oral communication skills to negotiate and persuade other's acceptance and support and build consensus to gain cooperation from others, to obtain information, and accomplish the organization's goals.
