The incumbent of this position serves as a Strategic Litigation Counsel (SLC) to the National Strategic Litigation Counsel in the Office of Division Counsel, Small Business/Self Employed (SB/SE).
Duties include:
Serves as first-line supervisor to a group (Group) of Special Trial Attorneys (STAs) and paralegal specialists engaged in providing strategic litigation support to the Internal Revenue Service (IRS).
Provides guidance and oversight to STA litigation teams, which may include employees from several posts of duty.
Ensures that STAs and trial teams appropriately leverage the Office of Chief Counsel’s (Office's) technology tools and resources for use in their assigned cases, including tools for collaboration, electronic file management, discovery and trial presentation.
Confers with STAs and trial teams on the use of expert witnesses in assigned cases. Reviews proposed expert procurements for appropriateness, including that proposed expenditures are reasonably necessary considering the Division's and Office's strategic litigation goals. Reviews expert witness expenditures in assigned cases for accuracy and appropriateness.
Serves as primary advisor to the National Strategic Litigation Counsel (NSLC) on case-related matters under the NSLC's jurisdiction. Keeps the NSLC informed of any unusual, sensitive, or controversial matters or developments in their assigned cases. Makes recommendations to resolve outstanding issues, advising the NSLC of the potential ramifications of alternative actions.
Participates with the NSLC and executives, as appropriate, in the development and implementation of strategic plans and goals for matters under the NSLC's jurisdiction. Keeps abreast of emerging trends and developments affecting strategic litigation to ensure thorough consideration of plans and goals.
You must meet the following requirements by the closing date of this announcement:
To qualify for this position at the GS-15 grade level, you must have one year of specialized experience, equivalent in scope and effect to the GS-14 level.
Specialized experience: 1) Thorough and comprehensive professional knowledge of and understanding of Federal tax statutes and regulations pertaining to Subchapter C corporations, and subchapter S corporations and partnerships with assets more than $10 million; and (2) Thorough and comprehensive knowledge of litigation strategies and procedures, including technology, used in SB/SE case work, including the ability to apply sound judgment in developing and assessing settlement options/interests.
The experience may have been gained in the public, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Applicants must possess a J.D. and have one year of general legal experience plus three years of professional legal tax experience. An LL.M. degree in the field of the position (tax) may be substituted for one year of general legal experience listed above.
Specialized experience may have been gained while employed in a professional legal position in the Federal, state, or local government, the private sector including law firms, or nongovernmental organizations.
Salary will be set with respect to the location of the position.
