Duties

Help

The duty station for this position is located at Christiansted National Historic Site (CHRI) on the island of St. Croix, U.S. Virgin Islands, CHRI (headquarters park). This position provides Biological Science Technician services for Buck Island Reef National Monument (BUIS) and Salt River Bay National Historic Park & Ecological Preserve (SARI). The duties of this position include, but are not limited to:

  • Implementing natural resource management projects, conducting field observations, data collection, and analysis/reporting for both terrestrial and marine resources, year round, in a tropical environment.
  • Conducting field operations for a wide range of terrestrial and marine research projects in a safe and reasonable manner.
  • Monitoring and data collection for wildlife including threatened/endangered species (sea turtles, marine mammals, birds, lizards, etc.), fisheries and coral monitoring (trap or hook and line census, in-water visual census by snorkel or SCUBA), exotic plant and animal treatment and monitoring.
  • Maintaining resource management equipment (tools, electronic equipment, traps, boats, SCUBA dive gear).
  • Providing education and outreach to the public about park resources and research projects.
  • Position requires 3 months of working a primarily nocturnal schedule (nesting sea turtle monitoring) and 9 months of diurnal schedule (marine & terrestrial projects).
  • Position requires Recreational Rescue Diver Certification (physical exam, training, and electronic dive log) and certified and/or documented training and experience operating boats (up to 28' in length) in open ocean conditions.



At the GS-06: Duties will be developmental in nature when filled below the full performance level.

  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Please indicate in your application whether you possess a valid State driver's license.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work, evenings, weekends, holidays, overtime work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel occasional overnight away from home up to 1-3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to obtain and maintain a Boat Operation certificate/or National Park Service Motorboat Operation Certification Course (MOCC) certification.
  • You will be required to possess a current Dive Log and Recreational Dive Certificate.

Qualifications

QUALITY RANKING FACTOR: Selectee will be required to obtain and maintain a National Park Service Motorboat Operation Certification Course (MOCC) certification.
SELECTIVE FACTOR: This position performs underwater requiring the use of scuba equipment, and Recreational Dive certificate; Dive Log is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND -
To qualify for this position at the GS-0404-06/07 grade levels, you must possess at least one of the following minimum qualifications by close of the announcement:

GS-06-EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of a Biological Science Technician. This experience includes activities such as: Assists professional staff in planning and implementing field research and resource monitoring programs to evaluate park terrestrial and marine natural resources. Schedules, coordinates, and carries out a wide variety of field activities in support of natural resource programs, both terrestrial and aquatic, such as the control of non-native and invasive plant species and enhancement of native plant populations. Utilizes databases to enter and organize collected field data and uses standard statistical methods in the preparation of reports; enters and retrieves data from a geographic information system (GIS) and other information management systems; Provides logistic support and area orientation for contract or cooperating scientists.-OR-

EDUCATION:
Successfully completed one semester of graduate education above a bachelor's degree (9 semester hours is considered one semester of full-time study, unless otherwise defined by the graduate institution) directly related to the biological sciences. This education was obtained in an accredited college or university. NOTE: IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your coursework and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific coursework information as described previously, your application may be rated not qualified for consideration. You must include transcripts. -OR-

Successful completion of a combination of education and experience as described above. To combine education and experience, For example, 6 months of the specialized experience described in A above (50% of the experience requirement), and 3 years of college study from an accredited institution (75% of the qualifying education) as specified in B above, equals greater than 100% of the total requirement. (You MUST submit a copy of your transcripts indicating number of credit hours in order to qualify based on the combination option). You must include transcripts.

GS-07-EXPERIENCE: have at least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of a Biological Science Technician. This experience includes activities such as: Assists professional staff in planning and implementing field research and resource monitoring programs to evaluate park terrestrial and marine natural resources including but not limited to rare, threatened, and endangered wildlife and plants; Schedules, coordinates, and carries out a wide variety of field activities in support of natural resource programs, both terrestrial and aquatic. Provides logistic support and area orientation for contract or cooperating scientists; Plans, coordinates, and provides work direction and guidance to lower graded technicians, interns, students, and volunteers in gathering field data, including proper and safe handling of equipment and tools and operation of motorized vehicles and boats (up to 28' in length). Prepares draft news releases; Interacts with visitors and the general public and attends, participates, and presents information at meetings with stakeholders, interest groups, and local units of government. Plans, coordinates, and implements a wide variety of routine aquatic natural resource management projects including the retrieval, inspection, service/maintenance, download, and redeployment of scientific instruments in a Caribbean marine environment. -OR-

EDUCATION:
Successful completion of at least one year (18 semester hours or 27 quarter hours) of graduate education in courses in a field of study directly related to the position to be filled (biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics). You must include transcripts. -OR-

Have an equivalent combination of education and experience. For example, 6 months of specialized experience described in A above (50% of the experience requirement), and 6 hours of graduate study from an accredited institution (67% of the qualifying education) as specified in B above, is greater than 100% of the total requirement. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work requires physical exertion such as regular and recurring walking, hiking, or climbing over wet, rough, uneven, or rocky surfaces; bending; crouching, stooping, lifting or reaching to observe, collect, or record field data; or in some situations the work may require physical exertion to scuba dive or operate a boat. Heavy items (e.g., equipment and packs up to 50 pounds) mus be lifted and carried on a routine basis.

Working Conditions: The work is performed in an office or outdoors. The work performed involves regular and recurring exposure to extreme weather conditions and terrain. poisonous plants, biting insects, and wild animals.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
