Duties

Help

  • Designs, produces, and maintains specialized tractor and trailer configurations that are utilized for Office of Secure Transportation (OST) convoy operations.
  • Responsible for managing all aspects of an assigned project’s budget and schedule.
  • Estimates year funding requirements, contract funding during implementation, eventual project closeout and evaluating contractors performance.
  • Develops policy and programs of importance to national security and emergency preparedness.

  • The OST mission occurs 24 hours, 7 days a week. Employee participates in both scheduled ad unscheduled emergency response exercises and events.
  • Work associated with this position will be primarily completed in an office environment.
  • Occasional field visits to maintenance facilities and other locations including locations requiring walking over uneven surfaces for extended distances will occur and may involve potential standard industrial hazards, or inadvertent radiation or contamination exposure.
  • Must wear protective clothing and follow standard safety procedures in accordance with site requirements.
  • Position required to acts as Engineering Duty Advisor on a rotational basis providing support to mission operations, which may occur uninterrupted 24/7.  

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

Specialized experience for this position is defined as:  A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the new lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NN-02 or GS-11. Specialized experience for position is defined as: Experience in application of principles, concepts, and practices of engineering, project estimating, and program management and/or experience in developing, designing, and producing vehicles, and related equipment.

KSA-1 - Knowledge of the concept and principles of engineering disciplines sufficient to function as a technical expert.

KSA-2 - Knowledge and ability to apply, project management and control systems and principles.

KSA-3 - Knowledge of design and construction methods and practices, including new equipment/process startup, to assure projects are managed in an efficient, cost-effective manner with applicable controls.

KSA-4 - Knowledge of governmental and agency contractual and funding policies, rules, regulations, relationships and administrative processes.

KSA-5 - Ability to interpret complex design requirements, develop technical solutions and manage conflicting requirements.

Education

POSITIVE EDUCATION: 

Engineer - 0801:  Degree: To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, Written Test, Specified academic courses, Related curriculum.
