Duties

Help

The position is responsible for managing all data to ensure compliance, standardization, efficiency and continuous performance improvement for the Branch and the Division. Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities.

Applies experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. The incumbent has a fundamental understanding and working knowledge of database and application development concepts. Incumbent is responsible for designing, developing, maintaining and upgrading databases and local IT tools for all program areas. In addition, duties include collecting, analyzing, and presenting data using a variety of tools, to support decision-making, and managing and improving existing automation processes.

Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/ activities. The incumbent is responsible for collecting data requirements to meet organizational needs, developing and maintaining a dashboard display, which enables the office to track and improve all key performance indicators and work more efficiently.

Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures. Coordinates with other AIR employees performing similar data management duties on IT projects with service-wide applicability, IT policy issues, and IT strategic planning. Directs lower level Management and Program Analyst. Performs additional duties as assigned.

Responsible for the collection, analysis and presentation of data through the use of standard tools (i.e. MS Access, MS Excel, MS SharePoint) to analyze, query, transfer, and present data. Will maintain and modify existing data systems (i.e., SharePoint sites, Access databases, etc.) and modify existing code or macros.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches.
Develops automation tasks using standard tools and scripted language using Visual Basics for Applications (VBA) to write macros in MS Excel and code in MS Access. Create new data systems. Design data systems by collecting data requirements, documenting and communicating data design, and applying database design concepts based on organizational needs.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. Able to document and communicate data design through relational diagrams. Develop Local and National applications through established coding practices and web and application design principles.

Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications

To qualify at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience collecting data requirements, documenting and communicating data design, and applying database design concepts based on organizational needs. Experience documenting and communicating data design through relational diagrams.
