Summary

The incumbent serves as the Bureau Procurement Chief and Chief, Acquisition and Property Policy Management with responsibility for providing leadership and direction for the development and implementation of an acquisition strategy aligned with the Fish and Wildlife Service (FWS) mission. As a Supervisory Contract Specialist your duties will include but are not limited to the following:

  • Serves as a principal advisor to the Assistant Director (AD)/Deputy AD (DAD) for Management and Administration (MA), the Director of the Fish and Wildlife Service (Service Director), and senior management across the Service on matters related to the FWS acquisition and property management programs and strategic initiatives.
  • Plans, directs,
    coordinates, administers, and evaluates a comprehensive program, including development, in coordination with the Chief, Acquisition and Property Operations (APO), and implementation of FWS-wide policy, procedures and guidelines.
  • Serves as a primary point of contact for the coordination and facilitation of Office of the Inspector General (OIG) risk management audits and investigations; resolution of required actions; and Department of the Interior (DOI), Office of Management and Budget (OMB), General Services Administration (GSA), and Small Business Administration (SBA) data calls, an annual, quarterly and bi-annual reporting.
  • The incumbent develops staff objectives, policies, guidelines, and evaluates the operations and services of the Division. In addition, provides direction and leadership to subordinate supervisory staff, who each in turn supervise, plan, organize and direct teams of analysts, project managers, and other administrative support staff.
  • Exercises delegated managerial/supervisory authority for the full range of personnel actions and organizational design proposals recommended by subordinate supervisors.
  • Serves as a key member of the Joint Administrative Operations (JAO) Senior Management team in support of the FWS conservation mission. Partners with management, employees and customers to serve and advance the mission of the Service and the JAO through the application of a high level of technical, managerial and leadership expertise, integrity, and insight in order to develop and
    implement a shared strategic vision.

  • Notice of Financial Disclosure Report Requirement: This position is subject to a financial disclosure requirement and you will be required to complete OGE Form 450 as applicable within 30 days of your appointment

Qualifications

Only experience and education obtained by 04/19/2021 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Education Requirement:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position; AND

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

Minimum Qualification GS-15

One year of specialized experience equivalent to the GS-14 level or higher in the Federal Service. Examples of qualifying specialized experience may include: Determining acquisition strategies using performance-based contract management techniques to create solicitations, negotiations, and award of complex acquisition actions; overseeing the development of proposals and justifications to meet an agency's contract requirements; researching and advising management on best practices available for application to projects; assisting leadership with making sound decisions for the agency by providing guidance on regulatory and statutory matters; developing and/or implementing policy guidance for administering an acquisition and property program; and, supervising, planning, directing specialists and other support staff that are geographically located in other regional and headquarters offices across the country.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Alaska Positions: The salary range given above includes base pay and locality pay, you will receive a 2.86% cost of living allowance for Anchorage, Fairbanks, and Juneau, or 5.80% for all other Alaska locations. This allowance is subject to annual review, adjustment and grade decrease.
