Incumbent serves as a Branch Manager in the Office of Safety Standards, General Aviation and Commercial Division (AFS-800) providing organizational leadership for the branch. The incumbent is responsible for assisting the division manager in planning and the implementation of activities related to the continual improvement of general aviation safety.

On a continuing basis, provides authoritative advice, guidance and leadership, in the formulation, development and conduct of highly complex independent or interdependent general aviation safety activities; identifies potential and actual problems, develops and recommends strategies and tactics for resolution as well as ensuring subordinate managers and associated staff appropriately support priorities identified by the division manager through the intent of senior leadership. Coordinates internally and externally any policy (emphasis or changes) appropriate for the general aviation community while representing the FAA at local, regional, national, and international meetings, panels, conference, hearings, etc.

Responsible for ensuring the division supports stakeholders in a positive manner. Develops and mentors subordinates in furtherance of a positive general aviation safety culture.

Provides overall direction, analysis and performance evaluation of a variety of managers and employees, including professional, technical, and/or clerical employees for office responsibilities and accomplishments.

Makes presentations at meetings and conferences to executives and to other groups of individuals on matters within their functional area, including issues related to safety and organizational risk that may be sensitive in nature.

Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training and scheduling of assignments. Also responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and setting branch goals and objectives. Applies human relations skills and affirmative action principles within the branch environment.

Promotes and demonstrates organizational intent of critical thinking, interdependence and efficiency. Cultivates an atmosphere that promotes transparency, equal opportunity, diversity and inclusion while maintaining the organizational core values of respect and professionalism.

Responsible for making branch standards, policy and procedural recommendations and decisions in support of mission.

Contacts are across the AVS organization as well as with industry and partner interests. May represent the major subdivision or the FAA as a primary point of contact for policies/procedures or other project/program purposes. Has authority within guidelines to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results.

Work activities impact directly on Flight Standards project/program objectives and goals.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J/FG-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include, but not limited to: Addressing safety issues and seeking innovative mitigation of such issues; developing policies, standards, program, and procedures for an organization; developing and recommending improvements to systems and processes to improve the operational efficiency of an organization; and leading groups and teams to address specific safety and other general aviation issues.
