Duties

Help

1. Serves as the Senior Staff Officer for the Immediate Office of the IG, providing executive support to the IG, DIG, and senior OIG leadership. 

2. Supports OIG requirements through management of plans, programs, and resources for the benefit of OIG daily activities of the Immediate Office of the IG, in accordance with the IG Act of 1978, as amended, and the Council of the Inspectors General on Integrity and Efficiency (CIGIE) standards.

3. Provides liaison among the OIG units and the Immediate Office of the IG. Conceives and designs proposals that will improve work processes, programs, and operations. These proposals are conceived and designed to increase productivity, quality of work, and efficiency of systems. Develops new and unique methods of measuring and evaluating productivity of staff.

4. Provides guidance and direction to staff in directing the disposition of incoming items; directs the matters to the appropriate OIG officials; and discusses actions needed and follows through to ensure proper completion. Coordinates assignments made to staff units by the IG or DIG.

5. Plans and carries out assignments on a wide variety of important and complex problems and matters arising from the continuous operation of the OIG. Conducts special studies and analyses of particular agency programs and activities as requested by the IG or DIG. Presents findings, opinions, conclusions and formal policy recommendations for use in making decisions that affect policy and programs.

NOTE: You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors. Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service. 

Examples of specialized experience must include all the following: 1) Provided executive support across multiple agencies and organizations; 2) experience assessing complex key organizational programs requirements/priorities and translating that into program execution; and 3) ability to conduct internal and external communication presentations, briefing materials, fact sheets, analyses, speeches, and other reports.

- Permanent Change of Station funds (PCS) will not be offered.

- This position is outside the bargaining unit.

- This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.
