Summary

This position will serve as a Grants Management Specialist with the U.S. Fish and Wildlife Service (FWS), Wildlife and Sport Fish Restoration (WSFR) Program, to provide pre-award, award, post-award, and close-out functions in support of various financial assistance programs.

Duties

Help

As a Grants Management Specialist your duties will include but are not limited to the following:

  • Perform detailed budget analysis to determine the allowability, allocability, and reasonableness under applicable cost principles and their relationship to the objectives of proposed project.
  • Receive, review, and evaluate all applications for assigned programs to ensure that proposals/agreements conform to law, regulations, Bureau and DOI policy and are consistent with the published NOFO.
  • Review recipient requests for modifications to the agreement, coordinate and facilitate legitimate requested revisions, and process applicable documentation for executing agreement modifications.
  • Respond to data calls, coordinate preparation for audits and reviews, handle the more complex, politically sensitive, higher-risk, unprecedented or unique financial assistance actions.
  • Administer, modify, and terminate financial assistance actions, and perform budget analysis functions from simple to complex.
  • Perform and monitor close-out of agreements which includes reconciling financial information and processing a funding de-obligation, if required.
  • Provide technical assistance, attend meetings and conferences of interest to financial assistance community; and assist with training and business management assistance to program staff, applicants, and recipients.

Minimum Qualification [GS-12]

One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Experience may include: applying principles and procedures for pre-award, post-award, and close-out functions in support of various financial assistance programs; reviewing financial assistance grants or cooperative agreements to ensure compliance with all financial assistance rules and regulations; providing training or mentoring staff, or providing guidance on policy and regulation to help resolve financial assistance award or report issues; reviewing and analyzing grant budgets to ensure costs are allowable; and analyzing grant or cooperative agreement financial assistance information in an automated financial assistance system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.

Note: You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. Public Land Corps (PLC) Hiring Authority: Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC and received a certificate of non-competitive eligibility. Completed most recent Corps service, for which a certificate of non-competitive eligibility was issued, within the last 2 years. Appointment must be effected within the 2 year period.

A Grants Management Certification is required for this position. If already obtained, the selected candidate will need to update the requirements to maintain the certification. If not already obtained, the selected candidate will take the Training to obtain the certification.

PCS INFORMATION:
Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable. In addition, relocation discretionary entitlements may be authorized for this position excluding contractor-provided home sale.

Alaska Positions: The salary range given above includes base pay and locality pay, you will receive a 2.86% cost of living allowance for Anchorage, Fairbanks, and Juneau, or 5.80% for all other Alaska locations. This allowance is subject to annual review, adjustment and grade decrease.

Alaska Return Rights: If you are a current U. S. If you exercise this option, your home Region will place you in a position of equivalent grade in the same general occupational classification series that you occupied in Alaska. --Knowledge of business management systems including financial management, procurement, personnel, property management, and travel and working knowledge and skill in budget analysis and cost principles and methods in order to identify and mitigate risks, ensuring that public funding is awarded to only those organizations capable of managing them.
--Ability to conduct research, analyze information, draw conclusions, and take action or make recommendations based on sound business judgment, including terms and conditions, costs on agreement awards and modifications, and indirect rates.
