This position is located in the Immediate Office of Inspector General, which is responsible for the overall fulfillment of the OIG's mission and for promoting effective management and quality of the agency's processes and products.
The Senior Advisor for Policy and Strategy serves as an advisor to the Executive Office on pertinent DHS and OIG policies, strategies, strategic plans, operational activities, policies and actions, and decisively shaping, fostering DHS and OIG relationships. Serves as a focal point through which policy, strategy, and program analysis receive effective central coordination and decision with the OIG. The Senior Advisor for Policy and Strategy serves as the senior official designated to coordinate activities between DHS OIG and the Department of Homeland Security's Office of Civil Rights and Civil Liberties and the Office of the Detention Ombudsman.
In this position, you will perform the following
Provide authoritative advice and recommendations on policies, priorities, strategies, deliberate plans, and program operations, as well as facilitating daily, on site communication and expedited information sharing.
Promote inclusive and effective working relationships among OIG program areas, facilitating their sharing of resources and coordination of work plans to achieve an integrated OIG approach to working important issues confronting the Department.
Ensure that the Office f the Inspector General publicizes and provides appropriate public access to information regarding the procedure to file complaints or comments concerning civil rights and civil liberties matters.
Coordinate with the Chief of Staff on Pandemic Response Accountability Committee (PRAC) oversight and liaison activities.
This position may have supervisory responsibilities that will occupy less than 25% of the incumbent's time.

Qualifications
In addition to meeting the technical qualifications, applicants must meet the minimum qualifications for the position. To qualify for the SL-00 grade level, applicants must possess one year or specialized experience equivalent to the GS-15 level in federal service or comparable in private industry, public service, non-profit or volunteer work that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.
Applicants must submit a resume, not to exceed five (5) pages. In addition, applicants must submit written narratives that addresses each Mandatory Technical Qualification (MTQ). Narratives should not exceed one (1) page per MTQ. Provide examples that are clear, concise and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. Mandatory Technical Qualification(s)
MTQ 1. Demonstrated experience in monitoring and evaluating the work of an organization through effective assessment such as policy, program analysis, strategies and operational activities to advise management and ensure organizational goals are met.
MTQ 2. Demonstrated experience in preparing and making policy recommendations, communicating with high-level officials, making presentations before government bodies, legislative bodies, Congressional committees or equivalent and working collaboratively across multiple lines of businesses to meet mission needs of the organization.
