Summary

The incumbent serves as a procurement analyst in the Office of Administrative Services (OAS). 

Location of position: 1800 F St. NW Washington, D.C.

The incumbent is responsible for review of contracts and contracting actions, and the development and dissemination of procurement policy as required.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Help

Conducts reviews of contracting actions to ensure compliance with GSA policy, administrative procedures, regulations, and statutes. 

Advises management and contracting officers on matters pertaining to contracting policies and procedures.

Ensures the related files and documentation are prepared properly and in accordance with applicable regulations and policies. 

Analyzes procurement performance against established indicators, and recommends avenues for improvement by utilizing considerable judgment, initiative and resourcefulness.

The GS-12 salary range starts at $86,335.00 per year.  

The GS-13 salary range starts at $102,663.00 per year.  

To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 


To qualify for the GS-13, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

1102 Qualifications GS-13 & above:

You must meet the requirements in 1, 2, or 3 below:

  1. All of the following:  (a) Completion of Training listed in Level I & II of  FAC-C Course Requirementsor FAC-C Level II or III, or a DAWIA level II or III certification.  If your certification is over 2 years old, 80 hours of Continuous Learning Points are required to maintain certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  
  3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.

Specialized experience is one year of experience equivalent to the GS-11 in the Federal service. Specialized experience is: progressively responsible experience that provided knowledge of contracting procedures, methods, a variety of contract types and use of special provisions and incentives to plan and carry out pre-award and/or post-award contract assignments for the acquisition of products, professional or non-professional services, or construction; or experience which required a sufficient knowledge of contract regulations, policies, and procedures and an organization's technical and program requirements in order to participate in planning, improving, or carrying out the organization's procurement program.

Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is: contracting procurement experience and must have included: interpreting laws, regulations, principles and policies to generate new procurement concepts; and providing expert technical leadership, staff coordination and consultation in a functional area of procurement.

  • Knowledge of governing acquisition laws, regulations, and policies, in order to provide sound and authoritative guidance on developmental issues related to agency programs.
  • Knowledge of procurement functional areas to assess complicated acquisition packages for potential problem areas, and to provide recommendations regarding agency contracting matters.
  • Ability to inform and advise top management of controversial or sensitive issues affecting contracting practices or policy.
  • Knowledge of acquisition concepts, principles, and practices, in order to develop and oversee new or revised policies for use by agency contracting personnel in assigned programmatic areas.
