WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO?As a Management and Program Analyst you will serve as a staff analyst, evaluator, and advisor to management. In this position, you will responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs.

As a Management and Program Analyst you will:

  • Develop and interpret guidance on program planning, execution, and evaluation.
  • Prepare directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines to introduce new initiatives.
  • Recommend effective operations consistent with policies and objectives
  • Develop long-range program plans, goals, objectives, and milestones.
  • Identify ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives.
  • Research new or improved business and management practices for application to operating and administrative programs.

Qualifications

You must meet the following requirements by the closing date of this announcement.  
GS-7 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service.  Specialized experience for this position includes: - Performing operational reviews, preparing program evaluations and providing guidelines pertaining the effectiveness of line program operations. - Advising on program staffing and conducting studies of employee/organizational efficiency and productivity. - Recommending changes in procedures and techniques to improve baseline measures and organization's work methods.
OR 
You may substitute education for specialized experience as follows: 1 year of graduate level education in a related field of study at an accredited college or university.
OR     
Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. 

GS-9 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: -Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations; -Developing changes in methods and conducting studies of employee/organizational efficiency and productivity; -Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission; -Directing the development and accomplishment of employee training; -Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
OR 
You may substitute education for specialized experience as follows: a Master's or equivalent graduate degree in a related field of study at an accredited college or university.
OR 
2 full years of progressively higher level graduate education leading to a degree in a related field of study.
OR  LL.B. or J.D., if related.

GS-11 LEVEL:  You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: -Preparing evaluations for a segment or phase of a broader project or study. -Using conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; -Preparing draft reports and other substantive guidelines and materials; -Recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; -Performing operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations; -Making recommendations and conduct studies of employee/organizational efficiency and productivity.
OR 
You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.
OR 
3 full years of progressively higher level graduate education leading to a Ph.D. degree in a related field of study.
OR   
LL.M., if related 
OR

FOR GRADES 5 THRU 11:
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

GS-12 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.  Specialized experience includes: experience that demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions.

-The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

In addition to the above requirements, you must meet the following, if applicable: You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).
