WHAT DOES AN IT PROGRAM MANAGER DO? As a Program Manager, you will be responsible for developing and executing a wide variety of IT projects to support our Business customers.  In addition to developing strategies, planning, and execution of project management principles, methods, and tools, this individual will be hands-on in the day-to-day execution of all aspects of the project and program. This includes making key decisions, leading projects and teams, and being customer-service oriented with great interpersonal skills to deliver the projects and program to success.

As an IT Program Manager you will:

  • Plans, leads, coordinates, communicates, integrates, evaluates, and ensures success of the information technology (IT) program.
  • Work includes project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management, and resource allocations.
  • Manages all planning, marketing, budget development and execution, customer support, acquisition, and contractual activities.
  • Oversees methods, and techniques of IT assessment, planning, management, monitoring, and evaluation such as functional analysis, contingency planning, and disaster recovery.
  • Manages the integration of IT subsystems; develops information systems testing strategies, plans, or scenarios; and identifies standards/requirements for infrastructure configuration.
  • Manages the development or implementation of IT plans and procedures, and ensures appropriate product-related training and documentation are developed and made available to customers.
  • Provides guidance and direction on program level acquisition management strategies.
  • Contributes to the Service’s IT strategic management in terms of formulating and executing policy, developing long-range objectives.

Qualifications

You must meet the following requirements by the closing date of this announcement.  

GS-14 LEVEL: To be eligible for this position at this grade level, you must meet the requirements below.One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. Specialized experience for this position includes: Demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. At this level, you must demonstrate knowledge of and skill in applying expert project management knowledge, and the ability to lead projects including methods, metrics, tools, and techniques of business process reengineering, contracting and/or procurement, and contract negotiation and administration; ability working with cost-benefit analysis methods, achievement strategies, tools of quality assurance and quality control; Expert knowledge of the architecture and typology of software, hardware, networks, and systems life cycle management. Your experience should also include skills in leadership and team building, decision making, reasoning, and problem solving.

- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-timework; part-timework is considered on a prorated basis.

You must have been at the GS-13 level for 52 weeks (time-in-grade requirement).

CONDITIONS OF EMPLOYMENT

      • Tour of Duty: Monday - Friday 8:00 a.m.- 4:00 p.m.
