Duties

Help

The Technical Support Specialist provides para-technical support for Aircraft Certification Branch-level engineers and program managers, including project document process and review, and coordination with both internal and external stakeholders. Under the limited direction of a manager or other experienced employees he/she performs a combination of routine, multiple and varying assignments in support of a professional, technical, and specialized staff. Assists the manager and employees in day-to-day operations, and may act as a lead for other support staff to coordinate multiple assignments.

Applies experience and advanced knowledge to plan and perform administrative and technical support assignments for projects/programs and work activities. Provides administrative and technical support to Aerospace Engineers in a Branch Aircraft Certification Office. Assignments may include: compiling, tracking, and analyzing data; providing advanced computer assistance; scheduling meetings; preparing correspondence and reports; providing explanation of organizational policies; perform project document process, review, and coordination; advise on the implementation of new office policies and systems. The administrative and technical support is to effect delivery of efficient and quality certification products and ensure that continued operational safety activities and aircraft type certification activities are performed as planned.

Serves as point of contact on technical programs, such as Technical Standard Orders (TSO), Parts manufacturing Approvals (PMA), and Supplemental Type Certificates (STC). Reviews applicants' documents, technical information for completeness and evaluates programs’ status to assure adherence to schedules and delivery of program commitments. Coordinate with program managers and technical subject matter experts (SME) to provide responses to technical inquiries from the general public relating to certification issues, technical projects and general inquiries. Develops automation tools and prepares presentations to support branch manager reviews. Provides logistical support to effect efficient branch operations.

Demonstrates considerable independence in planning time, and coordinates only as needed with a manager, project/program manager, team leader, and other experienced employee to prioritize assignments and use assigned resources. Often helps others plan and identify resources to accomplish projects/programs/tasks.

Contacts are internal and external. Internal contacts frequently involve managers and employees from more than one organizational unit, major subdivision, and/or LOB/SO to share information, coordinate efforts, and discuss the statuses of assignments/inquiries. External contacts are with customers and other parties on routine matters.

Established policies/procedures provide guidance for most assignments, but allow some discretion for the employee to select the most appropriate approach(es) or to recommend new approaches. Works under limited instructions that are provided by a manager, project/program manager, team leader, or other experienced employee. Resolves most problems and work issues without the assistance of a manager or other employees. Identifies and informs managers and/or other employees of problems/issues that require their attention. Provides guidance to lower level support staff members for handling routine problems and issues.

Work is reviewed periodically through status reports and at completion, to ensure policy compliance and alignment with the requirements of projects and/or work activities. Work activities support multiple projects/programs and contribute to the objectives of one or more organizational units and/or major subdivisions.

Qualifications

Candidates must have One Year (52 weeks) of specialized experience equivalent to the next lower level (FV-E, FG/GS-7/8) that is typically in or related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform in this position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience include: Experience providing administrative support in an engineering environment that involves the application and oversight of design and testing requirements of civil aeronautical products. Experience with providing program support by using different software programs/systems i.e. MS Word, MS Excel, MS Project, MS Sharepoint, and MS Access.
