Duties

Help
  • The incumbent works with managers, supervisors and employees to perform, prepare and maintain accurate documentation/records of laboratory safety and health-related matters to assure compliance with Federal, State and local regulations.
  • Serves as an active member of the location safety committees, including the Safety and Health Committee, Emergency Response Committee, Air Quality Management Committee, Recycling and Waste Management Committee.
  • Reviews, maintains, and updates NCAUR safety programs and policies as required for a research laboratory environment.
  • Conducts and provides oversight on the performance of periodic inspections and audits. Trains safety inspectors and serves as an inspector.
  • Collects, organizes, packages, and disposes a diverse array of surplus chemicals and hazardous wastes generated in a laboratory environment.
  • Develops a rapid response plan for fire and medical emergencies, plus chemical spills and releases, odor, dust, noise and related exposures.
  • Analyzes and evaluates safety, health and environmental management findings in a research laboratory environment.
  • Reviews and maintains appropriate Federal and State controlled-substances license registration. Keeps records of controlled substances introduced, maintained or utilized within the NCAUR.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level).

Specialized Experience: Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for this position are:

GS-9:
Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience coordinating and implementing safety, health and environmental management programs in a research laboratory environment.

OR

Education: completion of a master's or equivalent graduate degree in related major fields of study; or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Related degrees include safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

A combination of graduate level education and experience as described above.

GS-11:
Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing, coordinating and implementing safety, health and environmental management programs in a research laboratory environment; and developing and holding routine training presentations for new and existing employees.

OR

Education: Completion of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Related degrees include safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

A combination of Ph.D. level education and experience as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
