Duties

Help

As a Supervisory Fish and Wildlife Biologist your duties will include but are not limited to the following:

  • Serves as a supervisor, exercising the full range of supervisory and managerial duties for the Permits
    Branch staff.
  • Provides administrative and technical guidance to subordinate staff and gives advice and support to other Service Programs in carrying out the Service's responsibilities under the Migratory Bird Treaty Act and Bald and Golden Eagle Protection Act. This includes technical assistance in the fields of migratory bird and eagle biology, conservation, and management as well as pertinent regulations, policy, and guidance. Develops and presents, or assists in developing and presenting, related training and workshops.
  • The Migratory Bird Permit Office reviews and evaluates requests for permit actions, including ensuring applications meet issuance criteria and falls within current regulations, policy and guidance and evaluating population impacts of take from the wild, for all migratory bird and eagle species (over 1,000) across the highly varied environments.

Qualifications

Only experience and education obtained by 11/05/2020 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    or

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.


Minimum Qualification [GS-13]

In addition to the basic education requirement for the 0401 job series, you must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal government. Specialized experience is defined as: Ability to perform independent work as a professional biologist leading, planning and conducting ecological investigations of complex land and water resources; collaboratively developing practices to conserve federally listed and/or other at-risk species; implementing the Migratory Bird Treaty Act and other laws and policies including the Bald and Golden Eagle Protection Act, National Environmental Policy Act and the Fish and Wildlife Coordination Act for the protection and conservation of fish and wildlife.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Ability to conduct and review biological evaluation of permit application, reviewing species' status, make determinations with best available data, including utilizing contacts and published and unpublished research to fill-in gaps and make determinations with sparse, inconsistent, and/or lack of data. Coordinate with biologists to ensure consistent population management. Work closely with permittees to assure concerns and biological issues are appropriately considered and permit conditions are followed. Maintain permit tracking database to extract biologically meaningful statistical data.

Skill to represent the Service on committees and at professional meetings, hearings, and conferences pertaining to assigned areas. Ability to prepare and present talks and reports, both technical and non-technical in nature, to the general public, professional organizations, other agencies, and Service personnel. Prepares responses to inquiries from the Service directorate, other Service personnel, Federal and State agencies, Congressional representatives, and the general public.
